Hai Phong's tax authority is drawing up operational plans and intensifying efforts to prevent revenue losses as it seeks to fulfill its 2026 domestic revenue collection target.

By the end of the second quarter of 2026, the Hai Phong Tax Department had collected 60.155 trillion dong in domestic revenue, equal to 58.3% of the target assigned under the state budget estimate and 53.4% of the city's stretch target, up 3% from the same period in 2025. Twelve of its 20 revenue categories met or exceeded the average collection pace required for the year.
The revenue continued to shift toward a more sustainable structure, as revenue from production and business activities accounted for about 72% of total collections, up from 58% in the same period of 2025. Excluding land-use fees, revenue totaled 43.582 trillion dong, equal to 69% of the state budget target and 68.8% of the city's stretch target, and was 129.6% of the level recorded in the same period last year.
For 2026, the Hai Phong Tax Department has been assigned a domestic revenue collection target of 103.166 trillion dong and is aiming to collect 112.682 trillion dong under the target set by the Hai Phong People's Committee. The first-half revenue results provide a solid foundation for the department to achieve those targets.
However, Nguyen Tien Truong, head of the Hai Phong Tax Department, said revenue collection in the second half of the year is expected to face significant challenges. Continued uncertainty in the global economy is affecting business activity, while support policies for businesses and households are also impacting revenue collection.

Reviewing the first-half results, Mai Xuan Thanh, Director of Vietnam's Tax Department, said the collection of 60.155 trillion dong, together with improvements in the revenue structure, reflected the effectiveness of modern and sustainable tax administration. He said Hai Phong remained among the country's leading tax authorities in innovation, digital transformation and the application of data in tax administration.
Many of the solutions and digital applications developed and introduced by the department have delivered practical results and could be adopted more widely across the tax sector. Going forward, the department should continue building on these strengths by advancing Tax Administration 4.0, using data as the foundation for taxpayer services, and accelerating the transition from traditional tax administration to a modern management model driven by data and digital technology.
Do Thanh Trung, Chairman of the Hai Phong People's Committee, said the city's tax revenue performance in the first six months of the year had made an important contribution to economic growth. In the second half of the year, the city expects the tax authority not only to meet its assigned target but also to maximize revenue collection to generate additional resources for growth in 2026 and throughout the 2026-2030 period.
To achieve that goal, the tax authority should closely monitor economic developments, analyze each source of revenue, and proactively develop operational plans tailored to individual localities and sectors. It should also strengthen measures to combat revenue losses, transfer pricing, tax evasion and invoice fraud.
At the same time, the department should continue supporting businesses and household businesses, accelerate administrative reform, digital transformation and the application of big data to improve tax administration and taxpayer services. It should also work with relevant departments and agencies to advise the city on improving policy mechanisms to broaden the tax base and foster sustainable revenue sources.
