A streamlined organizational apparatus requires each cadre, civil servant and public employee to handle work faster, and more effectively.

After nearly one year of operating a two-tier local government, improving the quality of the cadre, civil servant and public-employee workforce faces urgent demands to meet the requirements in the new development phase.
Uneven capacity among cadres
At a working session with a survey delegation from the Party Committee’s Organization Department on the current status of grassroots cadres, leaders of local party committees proposed the city to continue to innovate assessment methods by assigning tasks to each official, civil servant and to each department and unit, linked to a system of specific criteria. They also proposed developing personnel-evaluation software integrated with the operational management systems of Party and government bodies to facilitate assessment of task performance, design skill and competency frameworks for each job position to standardize training content.
Innovating training and professional development

Amid the functions and tasks at the grassroots level are expanding while demands for high growth and sustainable development increase, restructuring and improving the quality of the cadre, civil servant and public-employee workforce has become extremely urgent. This is not only an ongoing task but also decisive for each locality’s governance capacity, administration and fulfillment of political duties.
Implementing to the Conclusions of General Secretary and State President To Lam, the Prime Minister recently issued Directive No. 18 on improving the quality of local commune-level cadres and civil servants to meet new requirements. The Prime Minister requested provincial and municipal People’s Committee chairpersons urgently direct the development of plans and solutions to raise the quality of commune-level cadres and civil servants in ways appropriate to local characteristics of areas, regions and zones, and to ensure flexible organization of public duties, with completion in May 2026.
Following guidance from the Central Party and the City Party Committee, the City Party Committee Organization Commission has established survey teams to review cadre work in communes, wards and special zones, including content on training needs, and building step‑by‑step training and capacity‑building plans for grassroots cadres. On this basis, the commission will study and propose issuing a resolution on measures to improve the quality of grassroots cadres to meet requirements in the new development stage.
