The project ‘rule-of-law and law compliance model’ focuses on creating a solid legal environment where the law is regarded as the standard value of social life.
Implementing Resolution No. 09-NQ/DH dated September 27, 2025 of the 1st Hai Phong City Party Congress for the 2025-2030 term; Project No. 04-DA/TU dated January 14, 2026, of the City Party Committee on Building the Socialist Model Associated with the Socialist Man in Hai Phong for the 2026-2030 period and subsequent years; Resolution No. 05-NQ/TU dated January 14, 2026 of the City Party Executive Committee on building and implementing certain socialist models associated with new socialist man for the 2026-2030 period and subsequent years, recently, on April 30, 2026, the Hai Phong People's Committee issued Decision No. 1706 on approving the project ‘rule-of-law and law compliance model’ in the city for the 2026-2030 period and subsequent years.
The project focuses on creating a solid legal environment where the law is regarded as the standard value of social life based on five main pillars: Perfecting institutions and building a feasible, transparent legal system that truly becomes a competitive advantage to attract investment and development; Breakthroughs in law enforcement organization, ensuring strict implementation of the law and enhancing the effectiveness and efficiency of state management; Promoting propaganda, dissemination, and legal education to build a culture of law compliance, with the law as the standard of conduct for the entire society; Effectively implementing civil registration work - basic personal rights as the foundation for the State to protect civil, political, and economic rights for citizens, and strengthening legal aid for vulnerable groups in society, ensuring equal in law access and application.
The target for the 2026-2030 period is to ensure that 100% of normative legal documents issued in the city fully comply with the procedures and processes for drafting and issuing such documents; ensuring constitutionality, legality, consistency, feasibility, and alignment with the Party's guidelines, policies, and state laws.
Successful implementation of the project will create a foundation for the city's sustainable development, bring about clear changes in awareness and actions, contribute to building a disciplined, orderly, civilized, and modern city; enhance the effectiveness of state management through law, with citizens and businesses complying with the law, creating a safe, transparent environment, boosting sustainable economic and social development.
