From 11 May, Le Chan ward, Hai Phong will pilot ‘cold penalty’ for acts that violate urban order and traffic safety along Ho Sen – Rao 2 bridge road, using the surveillance camera system and images or videos provided by residents.
The prohibited acts include illegally using roadway or sidewalk for street markets, food and drink businesses, displaying or selling goods, vehicle repairs, car wash services, and improperly placing or hanging signs and advertisements. The penalty for individual ranges from 2 to 3 million VND and for organizations from 4 to 6 million VND, according to current regulations.

From 5 May, Le Chan ward has mobilized forces to launch the model of the Ho Sen – Rao 2 bridge road, involving the ward police, urban-management teams, grassroots security units, and relevant neighborhood groups.
Competent forces focus on propaganda, reminders, and encouragement for households to sign commitments to comply with regulations on sidewalk order, public order, and urban aesthetics before strictly enforcing penalties as stipulated.
In the coming time, Le Chan ward People’s Committee will continue to organize communication campaigns on key streets and gradually expand the model to other streets, aiming to build a civilized city and ensure traffic safety and urban aesthetics.
