In line with global trends in green urban development, Hai Phong is shifting its focus toward modern, sustainable city that prioritizes living spaces and environmental quality.
Expanding urban green spaces
Beyond new urban zones, many public spaces within the city center are being renovated and expanded. Nguyen Trai Flower Garden, spanning over 3.6 hectares and formerly the site of the May To stadium, has become a popular community hub. Additionally, the 2.2-hectare 53 Lach Tray Park significantly enhances green coverage in the central area. Together with An Bien Lake and neighboring cultural facilities, these parks and gardens are being interconnected into a continuous network of open spaces, elevating landscape value while meeting the community's recreational needs.
According to the Department of Construction, over the past five years, the city has inaugurated 16 new parks and flower gardens in urban areas and launched 33 additional projects with a total investment of over 1 trillion VND. The ‘one park one ward’ program is being gradually implemented, steadily increasing the city's total green coverage.
A vision for a sustainable future
In recent years, the city's urbanization process has moved beyond mere infrastructure expansion or enhancing the quality of life. Priorities now include greenery, water surfaces, public infrastructure, and convenience for residents.
This direction is formalized in the Hai Phong Urban Development Program through 2040, with a vision toward 2050. By 2030, the city aims for an urbanization rate of 74–76%, with a population density of 3,000–3,500 people per square kilometer. Urban land use is projected to account for 34–35% of the natural area, with traffic land in inner city areas ranging from 16% to over 26%.
On a long term planning, Prime Minister’s Decision No. 423/QD-TTg, issued on March 11, 2026, approving the master pPlan for Hai Phong through 2050 with a vision to 2075, clearly defines Hai Phong as a modern, smart, and green coastal city. The plan integrates green space systems, water surfaces, and landscape axes into the overall urban structure, emphasizing the conservation of natural landscapes and cultural heritage alongside sustainable tourism development.
In fact, new urban projects are being developed with a focus on reducing construction density, increasing green space, and improving public facilities, shaping a sustainable urban identity for the future.
