Effective operations of two-tier local governments

Reports at the working session show that the two wards have basically maintained stable organizational structures, smooth operations, and gradually enhanced the effectiveness and efficiency of grassroots state management after nearly one year of operation.

Tran Nhan Tong Ward covers nearly 40 km² with a population of over 27,000. The ward Party Committee currently has 39 branches and direct party organizations with 1,158 party members; 100% of cadres meet position standards.

Meanwhile, Tran Hung Dao Ward has a population of over 35,000, with the Party Committee comprising 47 branches and direct party organizations with 1,723 party members. Since operating the two-level local government model, the locality has achieved many positive results.

Permanent Deputy Secretary of the City Party Agencies’ Party Committee Hoang Quoc Thuong highly appreciated the proactive and responsible spirit of the local party committees and governments in implementing the two-level local government model. In the coming time, the wards need to maintain internal unity, enhance leadership capacity and combat strength of party organizations; strengthen inspection, supervision, tighten administrative discipline; review and perfect coordination mechanisms, improve grassroots government operation quality.

The two localities should focus on strict land management, construction order, environmental resources; promote administrative reform, digital transformation; build a cadre team that is responsible, close to the people, and serves the people; proactively resolve difficulties, promptly handle arising issues, ensuring two-level local governments to operate effectively, meeting tasks in the new period.
