Along with the whole country, the effort to streamline the political apparatus in Hai Phong City has covered a long journey marked by significant achievements.
After more than nine months of operation, the two-level local government structure in the city is transitioning from the stabilization phase to the enhancement phase.
From stabilizing the apparatus to enhancing real efficiency
In the first quarter of 2026, the Chairman of the Hai Phong People's Committee signed and issued 57 decisions announcing a list of 1,018 newly issued, amended, or supplemented administrative procedures, along with 3 decisions covering 9 specific administrative procedures. The City Chairman also approved simplification plans for 41 administrative procedures under the management scope and functions of the departments.
In the same first quarter, Hai Phong's departments, boards, and sectors received 142,186 dossiers and resolved 115,170. The commune and ward People's Committees, and special zones, received 602,862 dossiers and resolved 597,118.
According to the city People's Committee, Hai Phong has achieved notable results: 100% of administrative procedures are handled via the one-stop-shop, with some via the ‘5 on the spot” model; and 100% of procedures have shortened processing times. These outcomes reflect positive shifts in the quality of local government operations in Hai Phong City.
‘The year of grassroots cadres’
After nearly one year of implementing the two-level local government, the workload on each grassroots cadre remains heavy.
At the national conference to study, grasp, and implement the Resolution of the Second Plenum of the 14th Party Central Committee, General Secretary and State President To Lam emphasized the task of continuing to perfect and enhance the effectiveness of the two-level local government model, designating 2026 as the ‘Year of grassroots cadres’. Each locality must transform, focusing on building strong communes in three aspects: strong decision-making capacity, strong resource mobilization, and strong supervision and feedback.
With resolute directives and guidance from the Central leadership, the readiness of every grassroots cadre, and the trust and expectations of the people, the two-level local government in Hai Phong in particular, and the nationwide administrative streamlining effort in general, will increasingly prove its effectiveness in practice, contributing to building a prosperous country in the era of national development.
