Organizational restructuring and immediate action from the start of the term
At the first session, the ward-level People's Councils for the 2026-2031 term in Hai Phong conducted to elect the Chairmen of the People’s Council and the People's Committee at the same level, and other key leadership positions in the new local governments.
Notably, the key leaders of ward-level governments this term in Hai Phong have been fully restructured and basically remained compared to the 2021-2026 term.
Stable operations after organizational restructuring, with a high focus on priority tasks in socioeconomic development, is the common situation observed in many wards, communes, and special zones in Hai Phong City.
Gradually consolidating and enhancing operations
The election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term in Hai Phong City elected 2,373 ward-level People's Council deputies for the 2026-2031 term across 113 wards, communes, and special zones.
The majority of ward-level People's Council deputies are cadres and civil servants from Party agencies, government bodies, the Vietnam Fatherland Front Committee, member organizations, the military, and police. Over 24% of deputies come from other agencies and units.
This is the first election following the implementation of a two-level local government structure, with the people’s council deputies showing an improvement in structure, composition, and qualifications.
Right after being elected, the deputies began fulfilling their duties, and the People's Councils of wards, communes, and special zones got to work immediately at the start of the term.
The expectations and support from voters and the public, combined with the responsibility and dedication of the new cadres, will play a crucial role in enhancing the efficiency of the apparatus and driving breakthrough development for Hai Phong's wards, communes, and special zones in the 2026-2031 term.
