Hai Phong renovates old apartment buildings, shaping new urban landscape

Hai Phong is expected to relocate nearly 7,000 households from 177 old apartment buildings from 2026 to 2030 to create land for urban improvement, schools, parks and public facilities.

After the buildings are demolished, the land will be used to build schools and parks, helping improve residents’ quality of life and create a civilized, modern urban landscape.After 40 to 50 years of use, many facilities in these residential complexes have seriously deteriorated. Exterior walls are peeling, mortar has decayed, exposing red bricks, while weeds have grown thickly.Many buildings have now seriously deteriorated to Level D and are always on the list for relocation whenever the storm and rainy season approaches.Local authorities have reviewed the situation, conducted communications and mobilization efforts, and held dialogues with organizations, families and individuals to build consensus on the implementation of plans and solutions, helping accelerate project progress.Dozens of old apartment buildings in Dong Quoc Binh, Gia Vien Ward, have been demolished and their sites cleared for urban improvement projects. Under the plan, the city will completely demolish 37 Level D dangerous apartment buildings in Dong Quoc Binh, Van My and Binh Minh residential complexes.Under the draft Plan on relocating residents in conjunction with urban improvement and the renovation and reconstruction of old and deteriorated apartment buildings in Hai Phong for 2026-2028, the city will focus on arranging housing for residents of 66 Level D apartment buildings (dangerous and requiring urgent relocation), equivalent to about 2,200 apartments, as well as 190 Level B and C apartments (seriously damaged).To date, site clearance for the second phase of the old Dong Quoc Binh apartment complex, covering 8.3 hectares, has basically been completed, ensuring cleared land for urban improvement projects.Meanwhile, a number of new apartment buildings and social housing projects in Hai Phong have been completed or are under completion, helping meet the housing needs of city residents.Buildings under the social housing project at Lac Vien Warehouse No. 3, comprising 10 15-story buildings, are being urgently completed.With numerous social housing projects under development, residents have more opportunities to access new, modern and civilized apartment buildings.
