Hai Phong plans to rebuild ageing apartment blocks

The Hai Phong People’s Committee has instructed the Department of Construction to finalize a comprehensive plan to renovate and rebuild ageing apartment buildings across the city.

The plan aims to address safety risks at outdated apartment blocks that no longer meet safety standards, particularly those affected by natural disasters and climate change.

It also seeks to gradually remove deteriorating apartment blocks and collective housing that impact the urban landscape, while restructuring urban space toward a more modern and synchronized system of technical and social infrastructure.

As of February 2026, Hai Phong has 177 ageing apartment buildings, most built between 1960 and 1985. Of these, 148 are located in the eastern area (former Hai Phong) and 29 in the western area (former Hai Duong).

Inspections by an inter-agency task force identified 66 buildings in grade D condition, requiring restricted access and urgent reinforcement. Another 58 buildings were classified as grade C, requiring repairs before continued use, while seven buildings were rated grade B. In addition, 46 buildings have yet to undergo official quality assessments.

In April 2022, the Hai Phong People’s Council adopted Resolution 04 on social housing development combined with addressing housing needs for residents living in aging apartment blocks. The plan targets housing solutions for around 5,700 households in severely degraded buildings that cannot be repaired, across wards including Ngo Quyen, Gia Vien, An Bien, Le Chan, Kien An, Phu Lien and Do Son.

The city has launched a series of social housing projects to provide resettlement housing, including projects at Lane No.75 Ly Thanh Tong (Do Son), the Cau Rao 2 urban area (Le Chan), and the Dong Hoa new urban area (Kien An)... Local authorities have also been tasked with preparing investment proposals using land cleared from old apartment blocks.

Land made available from the demolition of ageing apartment buildings will be prioritized for projects in line with urban planning, helping address shortages of social infrastructure such as schools, parks and parking facilities in central urban areas, while improving living standards and urban aesthetics.
