Hai Phong accelerates social housing development in early 2026

Amid rising demand for stable housing among workers and low-income earners, Hai Phong is stepping up the large-scale development of social housing, with a clear roadmap and strong implementation from the beginning of the year.

In recent days, Nguyen Van Hung, a worker at a mechanical manufacturing company in Ngo Quyen Ward, has frequently visited the Tong kho 3 Lac Vien social housing project to follow the progress of the apartment his family will soon move into. After years of living in a cramped rented room, he and his wife are expected to move into their new home shortly after the Lunar New Year of the Year of the Horse 2026.

“A stable home gives us peace of mind to work and plan for the future”, Hung said.

Social housing development has long been identified as a key task by the city. During the 2021–2025 period, Hai Phong implemented 23 projects, supplying about 26,715 apartments. In 2025, 10,775 housing units were completed, exceeding the target assigned by the Government.

Entering 2026, the city’s social housing market has remained active from the outset, with a number of large-scale projects preparing to open for sale. Notably, the Happy Home Trang Cat project, developed by Vinhomes JSC, is receiving purchase applications from January 12 to February 12, 2026, with contract signings scheduled from March 2026.

Meanwhile, the Tong kho 3 Lac Vien social housing project is expected to hand over its first apartments shortly after the 2026 Lunar New Year.

Several other social housing projects across the city are also progressing simultaneously. The social housing project in the expanded Tan Phu Hung Urban Residential Area (Tan Hung Ward) is expected to provide 1,479 apartments. A social housing apartment building under the new urban development and urban renovation project in Dong Hoa Ward (Kien An District), with a total of 519 housing units, has also met the conditions for sale. Social housing projects in Trang Due Industrial Park and areas such as An Dong and Hoang Huy Green River are underway.

Strong implementation

In 2026, Hai Phong has accelerated social housing development with large-scale investment. During the 2026–2030 period, the city plans to implement 25 social housing projects, supplying approximately 28,199 apartments. This lays a foundation for the city to strive to meet and exceed social housing development targets for the entire period.

To ensure both progress and quality, the city is rolling out a coordinated set of measures, from planning and land allocation to price management. Land designated for social housing is being strictly managed, and projects are required to be developed on schedule.

According to Nguyen Hoai Long, Deputy Director of the Department of Construction, controlling sale prices and ensuring the right beneficiaries are key priorities. Social housing prices are calculated in full and in line with regulations, while developers’ profit margins are closely monitored.

With a Government-assigned target of completing 6,700 social housing units in 2026, pressure on both progress and quality is prompting city authorities and businesses to step up coordinated efforts.
