The Hai Phong Party Committee approved a proposal of the Party Committee of the city People’s Committee to adjust a resolution on social housing development in the city through 2030 at a conference of the city Party Committee on November 29.
Accordingly, the Party Committee of the city People’s Committee proposed updating Hai Phong’s total social housing development target to 49,455 units by 2030, based on the merged targets of the former Hai Phong city and Hai Duong province, and the targets set in the resolution of the 1st Party Congress of Hai Phong for the 2025–2030 term.

The proposal includes strategic orientations for planning social housing development space to meet new requirements after administrative boundary adjustments; updates and supplements new tasks and solutions to improve land use efficiency and attract investment; and adds five new key tasks and solutions to enhance implementation effectiveness and resolve practical obstacles.
According to the proposal, the city has been implementing and will implement 48 social housing projects with a total of approximately 54,914 units, reaching 111% of the Prime Minister’s target (49,400 units). Of these, 5,904 units were completed in the 2021 – 2024 period.
