Hai Phong has exceeded the Government’s target for social housing development in the 2021–2025 period and is considered the country’s bright spot in this field.
Exceeding target
These days, at the construction site of a social housing project in Lac Vien Warehouse No. 3, Ngo Quyen ward, the vibrant working spirit is in harmony with the festive atmosphere marking the 80th National Day and heading toward the Hai Phong Party Congress for the 2025–2030 term.
With 10 apartment blocks of 15 floors, totaling 4,456 units, along with 163 commercial apartments of seven floors, this is one of major social housing projects in eastern Hai Phong to help relocate households living in old apartment buildings in the city.
In the eastern part of Hai Phong, several social housing projects have been completed while many others are under construction, all being accelerated to meet deadlines. Notable projects include the Pegatron Vietnam workers’ housing project with 10 high-rise buildings accommodating about 10,000 workers, and a social housing complex at 384 Le Thanh Tong street.
According to the Department of Construction, under the national program “Building at least 1 million social housing units for low-income people and workers in industrial parks during in the 2021–2030 period,” Hai Phong was assigned 49,400 units (including the former Hai Duong province quota), with 16,555 units for 2021–2025 and 32,845 units for 2026–2030.
Director of the Department of Construction Le Khac Tiep said Hai Phong will complete around 17,291 units by 2025, surpassing the Government’s target by 736 units.
Strong determination
“Social housing must be a desirable place to live,” said Secretary of the Hai Phong Party Committee Le Tien Chau. Thus, social housing should not simply serve disadvantaged groups but must reach standards close to commercial housing, forming modern, convenient, and livable urban areas that meet the “three goods”: convenient location, good quality, and affordable price.
Based on this new approach, on October 19, 2023, the Hai Phong Party Committee issued a resolution on social housing development through 2025 with a vision to 2030. Hai Phong thus became the first locality nationwide to adopt a specialized resolution on this issue.
The resolution positions social housing as a key driver of the city’s development, aiming to make Hai Phong one of the national leaders in this sector. It also affirms the city’s political determination and commitment to fulfilling the Government’s targets.
Facilitating investment
From the goals and requirements set out in the resolution, Hai Phong has developed its own innovative mechanisms for social housing. Learning from difficulties faced by other provinces and cities, Hai Phong identified specific solutions to attract investors, including support in site clearance, investment procedures, and capital mobilization.
The city has also studied special financial policies to promote social housing, including financial support for buyers and investors.
The municipal People’s Committee is working with credit institutions to raise additional funds beyond the Government’s support package, offering investors preferential loans.
The city also buys back units from developers to create a resettlement housing fund for major projects; shortens administrative procedures; and accelerates site clearance and land handover for social housing projects.
With determined and united leadership and direction, methodical and creative approaches, Hai Phong’s social housing development has been supported by both citizens and businesses and achieved outstanding results, earning recognition from Central authorities as a bright spot nationwide.
