Hai Phong strives to exceed social housing development targets

Hai Phong is accelerating the construction progress of social housing projects, aiming to meet the Prime Minister’s target of completing 10,694 apartments in 2025.

Many projects completed and apartments handed over

The social housing project at 39 Luong Khanh Thien street, Gia Vien ward, Hai Phong city, developed by Toa Xe JSC., began in early 2023. After more than two years of construction, the project has been completed and apartments have been handed over to residents.

Located in a prime area in the city center with a scale of 216 units, it is the most sought-after social housing project in the city. All units were sold within just a few months of construction and meeting conditions for sale, despite having the highest provisional price among approved social housing projects in the city, at more than 19.3 million VND/ m2.

Alongside the project, since early 2025, several others in the city have completed partial components and handed over units to buyers, including the 384 Le Thanh Tong social housing project in Ngo Quyen ward and the five-storey apartment building in alley 75, Ly Thanh Tong street, Do Son ward.

During 2021–2025, four social housing projects have been implemented in the western part of the city, totaling 2,867 units. To date, 662 units have been completed, and an additional 2,205 units are expected to be finished by the end of 2025.

Expectation to exceed Government’s target

According to Nguyen Tuan Long, Head of the Housing and Real Estate Market Management Division under the city Department of Construction, Hai Phong is assigned a target of completing 10,694 social housing units in 2025 by the Prime Minister.

There are currently 23 social housing projects underway in the city with a total of 26,715 units.

Based on inspections and reviews by the Department of Construction, these social housing projects are generally meeting or exceeding the approved investment progress.

At this pace, by the end of 2025, the city is expected to complete 10,775 social housing units, surpassing the target assigned by the Prime Minister.

To further accelerate social housing development, the city is facilitating investment procedures for enterprises. At the same time, it has tasked the Department of Construction with inspecting and supervising projects to ensure they follow the approved progress, and urging developers to maximize resources and take advantage of favorable weather conditions to speed up construction.

Exceeding the 2025 target provides a foundation for Hai Phong to meet its 2021–2025 social housing development goal of 16,555 units, helping workers and people with housing difficulties gain access to suitable housing and settle down.
