Hai Phong seeks feedback on relocation support for residents of aging apartment buildings

Hai Phong's Department of Construction is seeking feedback on a draft resolution on emergency relocation support for households living in aging apartment buildings.

Under the draft, emergency relocation support levels would remain unchanged, including a one-off payment of 5 million dong per household and monthly assistance of 3 million dong for households arranging alternative accommodation on their own.

The draft aims to replace Resolution No. 25/2024/NQ-HĐND to reflect changes in the legal framework and the current two-tier local government model.

Under the draft, emergency relocation support levels would remain unchanged. Households would receive a one-off payment of 5 million dong to cover relocation costs and monthly support of 3 million dong if they arrange alternative accommodation on their own, for up to 24 months.

A key change in the draft is the expansion of the policy to cover the entire city following the administrative merger. In addition to apartment buildings classified as public assets that are already covered, the draft would extend support to Dong Ngo Quyen apartment complex, the social housing project in the residential area east of Ngo Quyen in Le Thanh Nghi Ward and Ta Quang Buu apartment complex in Thanh Dong Ward.

The draft also revises eligibility criteria for households arranging alternative accommodation on their own, replacing the requirement of having "no other residence within the district" with "no other residence within the commune where the apartment building to be vacated is located" to reflect the current local government model.

According to the Department of Construction, the new resolution is aimed at updating regulations, ensuring the consistent implementation of social welfare policies across the city following the merger and providing a legal basis for continued support for residents of aging apartment buildings.
