For every 1% increase in economic growth, the power sector must grow by 1.5 – 2%, consistently upholding the principle that ‘electricity must go one step ahead.’

Hai Phong aims for its index of industrial production (IIP) to grow by an average of 15.5 – 16.5% per year during the 2025 – 2030 period. Ensuring a sufficient, stable, and safe electricity supply for industrial production in particular and for the city’s overall socio-economic development in general is of vital importance.
To support 1% economic growth, the electricity sector needs to grow by 1.5 – 2%, following the principle that “electricity must go one step ahead.” According to the city’s industry and trade sector, in the first nine months of 2025, Hai Phong’s total commercial electricity output increased by 9.36% compared to the same period in 2024.
Energy security, especially power supply, has become a prerequisite for Hai Phong’s breakthrough development. The city has recently strengthened efforts to attract investment from major energy corporations and expand renewable energy sources such as offshore wind and solar power, laying the foundation for the development of high-tech industries, green and circular economy.
To materialize this policy, on September 26, the city People’s Committee and Vingroup Group broke ground on the Hai Phong LNG Thermal Power Plant project, covering nearly 100 ha of land with a total investment of over 178 trillion VND.
When operational by the end of 2030, the plant is expected to supply about 9.6 billion kWh annually in phase 1 and 19.2 billion kWh in phase 2. The plant will not only provide electricity for Tan Trao industrial park but also contribute a large capacity source to the national grid, helping stabilize the power system and reduce dependence on traditional energy sources.
At the same time, the city coordinated closely with the National Power Transmission Corporation and the Northern Power Corporation in planning power line routes and substation locations, ensuring timely site clearance and adequate land reserves for power infrastructure projects.
As a result, many facilities have been put into operation, including Duong Kinh 220 kV, Gia Loc 220 kV, Nam Sach 2 110 kV, and Tu Ky 110 kV substations, meeting the city’s socio-economic development needs.
With its ambitious growth targets for the next five years, Hai Phong is expected to become a “catalyst” for socio-economic development in the North and nationwide. Upholding the principle that “electricity goes one step ahead,” the city continues to attract major energy enterprises and investors.
Amid the strong wave of industrial investment in Hai Phong, the power sector must not only “go ahead” but also “move faster” by expediting key infrastructure projects, especially power infrastructure for the city’s southern economic zone, free trade zone, and western specialized economic zone.
Sufficient, continuous, and safe power supply is a competitive advantage that will help Hai Phong attract more investment and move toward becoming a leading worth-living city in Southeast Asia, as targeted by the city’s 1st Party Congress Resolution for the 2025 – 2030 term.
