According to the Hai Phong Department of Home Affairs, following the merger of Hai Duong province and Hai Phong city, specialized agencies under the city People’s Committee focused on reviewing and standardizing the list of effective city-level and commune-level administrative procedures, and submitted them to the Chairman of the municipal People’s Committee for issuance of 72 decisions announcing administrative procedures.
As a result, the city has announced 1,929 provincial-level administrative procedures and 331 commune-level ones. Of these, 1,320 procedures are implemented on a non-boundary basis, accounting for 58.4% of the total number of procedures.
The implementation of a large number of non-boundary administrative procedures enables residents and businesses to save time and expenses, avoid repeated travel, and eliminates the need to return to their place of household registration or the locality where the original dossier arose.
Residents and businesses can complete administrative procedures where they are living and working, which is particularly suitable for migrant workers and those working far from their hometowns.
To date, the city has also integrated 750 administrative procedures eligible for full online public services and 1,131 procedures for partial online public services. All administrative procedures have been publicly disclosed on the National Public Service Portal in accordance with regulations.
