The Hai Phong People’s Committee has announced a list of 73 administrative procedures in the field of education and training related to businesses.
Among them, 50 procedures fall under provincial jurisdiction and 23 under commune-level jurisdiction.
Of the provincial-level procedures, 20 are related to international education and training; 15 to vocational education; eight to continuing education; four to other educational institutions (such as granting business registration certificates for overseas study consultancy services and establishing or authorizing the establishment of schools for arts, physical education, and sports); two procedures to secondary education; and one to education and training within the national education system.
Of the 23 commune-level procedures, four involve other educational institutions (such as establishing or authorizing the establishment of independent preschools; merging, splitting, or separating them), three relate to education and training within the national education system, etc.
The Department of Science and Technology is responsible for developing electronic processes and online application forms (e-forms) on the city’s Administrative Procedure Resolution Information System. It must also ensure synchronization, connectivity, and data sharing between the city’s system and national or sectoral databases to provide seamless, efficient, and transparent online public services, minimizing paperwork. The goal is to improve service quality and achieve at least an 80% usage rate of online public services by residents and businesses.
Enforcement began on August 30, 2025.
