In the first nine months of 2026, many localities in Hai Phong met or exceeded their full-year budget revenue targets.

Exceeding annual revenue targets

By the end of September 2026, total State budget revenue in Phu Thai Commune had exceeded VND 1,200.9 billion. Of this, domestic revenue amounted to more than VND 967.8 billion, equivalent to 397.4% of the estimate. Some revenue items also recorded strong results, including more than VND 105.4 billion from the non-State sector, equal to 99.5% of the estimate, and over VND 454.1 billion from land-use fees.

To achieve these results, the locality strengthened the responsibility of its Tax Advisory Council in advising Tax Office No. 13 on tax rates applicable to business households and individuals in the area, ensuring compliance with the law. It also stepped up reviews of individuals and organizations leasing land to ensure that declarations and land rent payments complied with regulations, while reviewing and supplementing land-use plans.

At the same time, the commune effectively took measures to address business difficulties and improve the investment environment to attract investors to explore and make investment decisions in the area. These efforts aim to create more jobs and increase budget revenue. In the first nine months, 74 new businesses were established in the commune.

In An Hai Ward, State budget revenue reached more than VND 390 billion in the first nine months, exceeding the annual target assigned by the city by 10%. To achieve this result, the ward implemented coordinated revenue-enhancement measures and effectively tapped new revenue sources in construction, first-time granting of land-use rights certificates, land transfer and other areas.

It also encouraged and facilitated the development of trade, services and production among enterprises and business households, while simplifying procedures for business and construction permits for organizations and individuals.

Building on these results, An Hai Ward aims to exceed its budget revenue target by 15% in the final three months of the year. Additional revenue is expected from the non-State sector, land-use fees, land rent, registration fees, non-agricultural land-use tax, and various fees and charges.

Phu Thai Commune and An Hai Ward are not alone. Many other communes and wards across the city have also met or exceeded their annual targets. By the end of September, communes, wards and special zones had collected VND 26,808.5 billion, equivalent to 105% of the assigned estimate, making a positive contribution to the city’s domestic budget revenue.

Addressing challenges and strengthening revenue sources

Despite these positive results, the city’s assessment shows that some localities have yet to reach the average revenue collection pace. These localities must therefore implement coordinated and effective measures in the final three months of the year to meet their revenue targets.

For communes, wards and special zones with strong revenue performance, the city has called for efforts to maximize collections to contribute to its overall growth target.

Reports from several localities indicate that, despite difficulties in revenue collection, they remain determined to meet their targets.

According to a report by the People's Committee of Thanh Dong Ward at the city’s regular September meeting, the ward was assigned a revenue target of more than VND 539.9 billion for 2026. By the end of September, it had collected approximately 71% of the estimate. However, four of its eight revenue categories remained below target, namely registration fees, public service and benefit revenues, non-agricultural land-use fees, and land-use fees.

To meet its revenue target, the ward will review available revenue sources in the final three months of the year to offset shortfalls in underperforming categories. In October and November, it will auction nine land lots to ensure revenue from land-use fees.

According to the City Tax Office, revenue performance among communes, wards and special zones will continue to be assessed in the final months of the year, including effective measures.

In addition, preparations for the 2026 revenue estimate began in August 2025, just one month after the two-tier local government system was implemented. As a result, the database used to develop the estimates was incomplete, and forecasts for some revenue sources and tax categories did not accurately reflect actual conditions in certain localities.

Meeting revenue targets therefore requires local authorities to take action, address obstacles and support enterprises with production and business development, thereby creating stable and sustainable revenue sources for communes, wards and special zones. The City Tax Office will continue to work closely with local authorities to resolve obstacles and difficulties.
