The Haiphong City Election Commission has fully distributed the required number of ballot papers to approximately 3.2 million voters, plus reserve ballots to communes, wards, and special zones.

The City Election Committee has completed distributing voter ballots to election committees in communes, wards, and special zones for further allocation to polling stations, ensuring compliance with the prescribed timeline.
When arriving at the polling station, voters present their ID card to receive ballots. No one is allowed to watch while voters mark their ballots. If a voter makes a mistake, they can request a replacement ballot. Voters unable to write can have someone else mark the ballot for them but must cast it themselves. The assistant must read all information aloud fully so the voter can make their own decision.
Voters with disabilities, the elderly, or those unable to deposit ballots themselves may have assistance from others.
A total of 3,189,339 voters will participate in elections of deputies to its 16th National Assembly and People’s Councils at the grassroots level for the 2026–2031 term across 2,577 polling stations. Of these, 2,537 are organized by village or residential group, and 40 are separate polling stations.
