Hai Phong’s Party Committee is gradually putting the Politburo's Resolution No. 57 on the development of science and technology, innovation, and national digital transformation into practice.

Digital transformation enters daily life

In recent days, members of community digital technology teams have been visiting households to guide residents in installing VNeID, electronic health records, and social security accounts, a familiar scene in Nghi Duong Commune.

Thanks to this support, many elderly residents who were previously unfamiliar with smartphones can now look up medical examination and treatment information and complete administrative procedures online from home.

By early May 2026, more than 12,300 residents in the commune had installed electronic health records, equivalent to 48% of the population, while over 3,400 social security accounts had been integrated into the VNeID application.

Beyond improvements in social welfare services, Resolution No. 57 has also brought changes to Party-building.

In the coastal commune of Kien Hai, digital transformation has created new momentum in governance and public services. Through loudspeaker systems, fanpages, Zalo groups, and Party cell meetings, guidance on digital skills, non-cash payments, and online public services has been implemented in a coordinated manner.

Currently, 100% of officials and civil servants have internet-connected computers for work. Fiber-optic and 5G coverage exceeds 85%, more than 98% of documents are processed online, and most use digital signatures. A modern and transparent administration is gradually taking shape at the grassroots.

Creating new growth drivers

Identifying science and technology, innovation, and digital transformation as key and long-term tasks, the city quickly consolidated its steering committee for implementing Resolution No. 57, established specialized working groups and advisory councils, and maintained a regular online progress monitoring system.

The Party Committee’s Commission for Information, Education, and Mass Mobilization advised on the development of a detailed action plan, guided thematic activities under the program “Party members take the lead in learning digital skills,” and urged communes, wards, and special zones to accelerate implementation.

The “Digital Literacy for All” movement under Plan No. 478 of the Standing Committee of the City Party Committee has become a prominent initiative helping residents gain easier access to technology. Since the beginning of the year, the city’s online training system has organized courses attended by nearly 70,000 participants, while more than 1,000 officials, civil servants, and public employees have completed digital transformation skills training.

By April 2026, the city had more than 3 million electronic identification accounts, while millions of records related to social insurance, driver’s licenses, and electronic health records had been integrated into the VNeID platform. Residents no longer need to carry multiple documents when handling administrative procedures or seeking medical treatment, helping shorten waiting times and improve efficiency.

In urban governance, models such as “Digital Residential Groups,” “Accompanying Residents in Digital Transformation,” digital maps, and GIS systems have helped improve management efficiency. In particular, the “Online Citizen Reception” model has introduced a new approach to receiving and resolving public feedback, helping narrow the gap between authorities and residents.

These results have helped Hai Phong maintain its position among the country’s top five localities in economic governance quality in 2025. The city also ranked first nationwide for two consecutive years in the Provincial Administrative Reform Index (PAR INDEX) and the Satisfaction Index of Public Administration Services (SIPAS), while becoming the first locality in Vietnam to achieve “green” status on the monitoring map for Resolution No. 57 implementation after all commune-level units completed all 108 criteria.
