Promoting digital transformation in grassroots party work

Gradually forming digital party cells and digital party members

The Nghi Duong Village Party Cell in Nghi Duong Commune currently has 39 Party members, more than 50% of whom are over 60 years old. As an agricultural Party cell, most members own smartphones, but many only use them for calls, while their use of digital applications remains limited. Some members even use phone numbers registered by their children or grandchildren, creating difficulties in authentication and access to digital utilities.

When selected by the Nghi Duong Commune Party Committee as the pilot unit for the thematic activity “Party Members Taking the Lead in Learning Digital Skills,” the Party cell determined that it should begin with the most practical and familiar tasks.

According to Secretary of the Nghi Duong Village Party Cell Nguyen Xuan Kiem, the Party cell committee focused on strengthening communication efforts and assigned two young Party members in each Party group to directly guide and assist elderly members who were not yet proficient in using smartphones, registering accounts, and operating digital platforms.

After more than one month of implementation since April 2026, many elderly Party members have become proficient in using the Party Member Handbook application, proactively exchanging information through digital platforms, and gaining quicker access to local policies and resolutions.

The Party cell continues to maintain the model of young Party members accompanying elderly members, striving for 100% of Party members to become proficient in using basic digital utilities, thereby promoting the pioneering and exemplary role of Party members in digital transformation.

According to Head of the Party Building Committee of Nghi Duong Commune Hoang Ngoc Minh, after the Nghi Duong Village Party Cell organized the pilot session, 76% of Party cells have now implemented the thematic activity “Party Members Taking the Lead in Learning Digital Skills.” Initial results show that the initiative has created positive impacts, helping officials and Party members gain a deeper understanding of Resolution No. 57-NQ/TW, the “Digital Literacy for All” movement, as well as digital transformation programs launched by the central government, the city, and local authorities.

Not only improving their own digital skills, many Party members have also proactively supported colleagues and guided local residents in accessing online public services and using digital platforms in daily life.

At the Party Committee of Kien Hai Commune, the application of digital technology has become a direct support tool in Party cell activities. Following directives from the Standing Committee of the Commune Party Committee, by May 10 all subordinate Party cells and Party organizations had completed the thematic activity “Party Members Taking the Lead in Learning Digital Skills”; meanwhile, 100% of Party cells registered and organized Party activities through the Electronic Party Member Handbook application.

From being a completely new model that initially caused confusion — especially among elderly Party members — the Electronic Party Member Handbook has gradually become a “digital assistant” for each Party cell after only a short implementation period.

Instead of printing and manually distributing documents as before, all activities such as sending meeting materials, notifying schedules, studying resolutions, attendance checking, recording discussion opinions, and archiving documents are now carried out in a digital environment. This transformation has helped Party cells save time and costs while improving proactiveness, discipline, and the quality of Party activities.

At the same time, the updating of data on the Party Member Database 4.0 software within the commune Party Committee has reached 1,020 out of 1,396 records, creating an important foundation for building a modern, transparent, and professional Party organization.

Expanding the movement widely

Implementing Plan No. 478 issued by the Standing Committee of the City Party Committee on promoting the “Digital Literacy for All” movement, digital transformation in Party work is being carried out synchronously from the city level down to grassroots organizations. Since the beginning of the year, the Propaganda and Mass Mobilization Commission of the City Party Committee has issued guidance on thematic activities titled “Party Members Taking the Lead in Learning Digital Skills,” while reviewing and selecting effective models for wider replication.

The City Party Committee Office has organized training courses for more than 1,000 officials and civil servants working in Party agencies from the city to commune levels on the use of operational management software, the Electronic Party Member Handbook, and administrative procedures within the Party system.

Youth organizations have also become an “extended arm” in digital transformation efforts. The Hai Phong Youth Union currently maintains 115 volunteer teams with more than 7,700 members supporting local residents and elderly Party members in installing digital platforms and using online public services. As a result, more than 2,000 households have gradually formed habits of using digital utilities in daily life.

At To Hieu Political School, 100% of Party members have activated and used the Electronic Party Member Handbook; all Party cell activity documents, resolutions, and research materials have been digitized; and the rate of participation in online comments and voting has reached 100%.

From these initial models, digital transformation in Party work is spreading widely, creating clear changes in awareness, leadership methods, administration, and the quality of Party activities.

However, the implementation process still faces many difficulties. In many rural Party cells, elderly Party members remain limited in accessing technology; digital infrastructure in some areas is not yet synchronized; the number of specialized instructors remains insufficient; and the level of digital platform utilization varies considerably among localities.

To deepen the movement, the City Party Committee has directed the completion of thematic activities titled “Party Members Taking the Lead in Learning Digital Skills” across 100% of Party cells; organized inspections of the implementation of Resolution No. 57; and promoted the replication of effective models through the network of propagandists and digital communication platforms.

Digital transformation in Party work is gradually becoming an important driving force for renewing leadership methods, building strong Party organizations, and meeting the city’s development requirements in the digital era.
