To accelerate digital government development, Hai Phong city has focused on building and operating a shared data repository.
Data sharing and storage
Hai Phong’s shared data repository was developed from late 2024, led by the Department of Science and Technology with the Information and Communications Technology Center responsible for construction and operation. The shared repository is a centralized storage system that aggregates data from multiple sources to support data exploitation, analysis, and sharing for state management and administration across the city. Data are updated regularly by departments, agencies, and localities and interconnected with many sectoral databases such as Education and Training, Civil Status, Natural Resources and Environment, and others.
Currently, the system is basically complete and connected with the city's common data platforms. Many large databases have been integrated and are being updated, including civil status management, business registration, electronic office, public services, and the electronic ‘one-stop’ portal. Data on administrative procedure resolution indicators are updated daily, helping managers track case processing progress and promptly detect issues and obstacles for resolution.
The city’s Smart Operations Center builds scenarios on overall site clearance progress to support the People's Committee’s administration.
Effective support for administration and operations.
To date, 16 city departments and agencies have uploaded data to the system to enable information sharing and scenario building. The total number of dataset collections updated exceeds 500, with more than 6,000 data fields across many sectors; total data access requests have reached nearly 315,000.
To further enhance the system’s effectiveness, the City People’s Committee recently issued Plan No. 145/KH-UBND to complete the shared and sectoral databases in 2026. Accordingly, the city will continue to review, standardize, and connect departmental data following the principles ‘accurate - sufficient - clean - live - unified – shared’ while accelerating data integration to better serve state management and administrative procedure resolution.
