Amid increasingly intense competition for high-quality human resources, Hai Phong has emerged as a compelling new destination for young, skilled, and knowledge-based workers seeking to build their careers.
An Expanding Development Space
In recent years, Hai Phong has consistently maintained a high economic growth rate, ranking among the country’s leading localities. Urban transport infrastructure has been synchronously developed, featuring the Lach Huyen deep-water port system, Cat Bi International Airport, inter-regional expressways, and an extensive network of large-scale industrial parks and economic zones. The city is becoming increasingly modern and dynamic, with expanding employment opportunities.
This transformation has attracted a growing number of young intellectuals to choose Hai Phong as a place to settle and pursue their careers. Tran Van Hung, a third-year student majoring in Logistics and Supply Chain Management at Vietnam Maritime University from Ninh Binh Province, noted that demand for labor in logistics, trade, and services in Hai Phong is rising rapidly. Therefore, after graduation, he hopes to stay in the city, citing the abundance of job opportunities in his field. Hai Phong is increasingly seen by young entrepreneurs as a promising destination.
From a business perspective, Nguyen Trung Kien, Director of WINLOGS Import-Export Co., Ltd. (Ngo Quyen Ward), said that Hai Phong’s greatest advantage lies in its production and business environment closely linked to practical needs.
Alongside existing industrial parks, Hai Phong is preparing to ride a new wave of development driven by the Southern Coastal Economic Zone, logistics hubs, and free trade centers. This is precisely the broad development space that enables highly skilled and qualified workers to find long-term career opportunities.
Talent Attraction Policies
Fully aware of the pivotal role played by high-quality human resources in sustainable development, Hai Phong is not only leveraging its infrastructure advantages but also proactively refining mechanisms and policies to attract and retain talent. Recently, the Municipal People’s Council adopted a Resolution on policies for attracting and nurturing talents and high-quality human resources, with a roadmap to 2030 and a vision toward 2050.
Under the Resolution, Hai Phong will implement a range of specific and breakthrough measures. The city will provide one-time financial support to experts, scientists, and highly qualified professionals who commit to long-term work at agencies, organizations, and enterprises in priority sectors such as high technology, logistics, the digital economy, automation, and high-quality healthcare. Support levels will be determined based on professional qualifications and job positions, ensuring competitiveness with major urban centers.
In addition, the city will fund domestic and overseas training and professional development for capable and promising young officials, civil servants, and public employees, while encouraging outstanding students, doctoral candidates, and young engineers to return to Hai Phong to work after graduation.
The Resolution also includes housing support policies, such as assistance with housing purchases or rentals in social housing projects, helping the talents stabilize their living conditions and commit to long-term contributions.
For innovative startups, Hai Phong will continue to apply preferential policies on taxation, land use, and credit, provide non-refundable support for promising startup projects, and facilitate access for science-and-technology enterprises and youth-led startups to the city’s innovation ecosystem.
