Hai Phong offers incentives to attract high-quality human resources

Maintaining strong growth for many years, Hai Phong is now entering a new phase with fresh opportunities. To meet development requirements in the coming period, the city is implementing policies to train and attract high-quality human resources.

Hai Phong city is reviewing and developing exceptional incentive policies to attract high-quality personnel for its agencies and units. According to the draft project, the target groups are expanded to include students winning national and international awards; individuals with postgraduate degrees; resident physicians and specialists; pharmaceutical specialists; experts, scientists, and managers with practical capabilities who meet development requirements.

The draft project also introduces major incentives and support measures, not only in terms of funding and income but also working and housing conditions. These support policies surpass those of many other localities, effectively creating highly favorable conditions for talents with experience and practical expertise.

The city plans to provide between 150 and 500 million VND, offer salaries 1.5 to 4 times the regional minimum wage, and cover tuition and living expenses for talents committed to working in the locality.

Hai Phong also expects to cover 100% of tuition and living expenses for students who win national or international academic or science awards, graduate with distinction from universities, and commit to working at city-affiliated units after graduation; and provide full scholarships and living-expense support for students who graduate with excellence and continue postgraduate studies, with a commitment to work in their trained field in the city upon completion.

The city will also provide a one-time support package for individuals after being recruited and committing to work for at least five years: 150 million VND for outstanding university graduates; 200 million VND for those with master’s degrees or specialist level 1; 300 million VND for those with doctoral degrees or specialist level 2; 400 million VND for associate professors; and 500 million VND for professors.

Beyond salaries, the city emphasizes building a modern and professional working environment that encourages talents to maximize their capabilities. Based on annual performance evaluations, high-quality personnel will receive additional income equal to 50 - 100% of their salary. Experts, scientists, and individuals with exceptional talent commissioned by the city to carry out projects, initiatives, or works, from technical innovation to cultural and artistic products at city level or higher, will be compensated under contract, ensuring an average monthly income of 30 to 100 million VND.

The city also plans to support housing, transportation, and access to social housing for those in need.

The city expects that with these enhanced policies, high-quality human resources will contribute solutions to complex issues such as climate change, public health development, high technology (semiconductors, artificial intelligence, and software technology), etc. to optimize production and save resources.

With a strong team of capable officials and high-quality human resources, Hai Phong will be better positioned to sustain long-term stable development and promote science-technology, innovation, and the building of digital governance in the near future.
