Proactively preparing skilled human resources to meet development needs as early as possible is a key factor in realizing Hai Phong’s goal of becoming a modern, sustainable regional industrial hub.
The establishment of numerous new industrial parks in Hai Phong since the beginning of 2025 has opened up major opportunities for the city but also poses an urgent demand for human resources, especially high-quality labor. Proactively preparing a skilled workforce to meet development needs as early as possible is a key factor in realizing Hai Phong’s goal of becoming a modern, sustainable regional industrial hub.
The emergence of new industrial parks has not only given a boost to the city's economy and industry but also generated a significant demand for high-quality labor, particularly engineers, technicians, skilled workers, and management personnel.
According to the Hai Phong Economic Zone Authority, these new industrial parks will require approximately 100,000 – 120,000 workers from 2025 to 2030, with at least 25% of them having college-level qualifications or higher.
Chen Chi Liang, General Director of Pegatron Vietnam Co., Ltd. in DEEP C industrial park, said that the company needs more than 20,000 workers in 2025. Therefore, it hopes the city will support the recruitment of workers, especially high-quality ones, from inside and outside the city to serve its business expansion in Hai Phong.
A representative of LG Innotek Vietnam Hai Phong Co., Ltd. also noted that the company needs to recruit 4,000 – 5,000 workers annually, most of whom must be trained and meet high-quality labor standards.
Since July 1, 2025 when the new Hai Phong city was established, the local industrial landscape has been greatly expanded, and an integrated labor zone linking Hai Phong and Hai Duong has been created. This inter-regional structure supports each other in production, logistics, and technical labor.
The former Hai Duong province had a population of about 2 million, with roughly 50% in the working-age group. It is a rich source of labor, trained locally through a system of vocational schools, colleges, and continuing education centers. In the context of Hai Phong accelerating investment in high-tech and supporting industries, this workforce becomes a competitive advantage not many localities possess.
Enterprises are not simply waiting for workers to arrive. Many have already started organizing internal training courses and inviting foreign experts to directly train technical staff. Companies such as LG Innotek and Pegatron have partnered with universities to develop paid internship programs, enabling students to gain practical experience early.
To meet the demands of sustainable development, the city has also directed promotion of vocational training based on business needs, strengthening the connection between training institutions and investors.
Many vocational colleges in Hai Phong have signed training agreements with companies in industrial parks, ensuring students gain hands-on experience and are employed immediately upon graduation.
Luu Thanh Tan, Rector of Hai Phong College of Economics, shared that the school had signed a cooperation agreement with LG Electronics Vietnam Hai Phong Co., Ltd., opening up opportunities for hundreds of students to intern and access world-leading electronic manufacturing technologies. This is also a strategy to attract more students and develop key academic programs aligned with actual business needs.
According to Le Trung Kien, Head of the Hai Phong Economic Zone Authority, in order to comprehensively address the issue of high-quality human resources for businesses in industrial parks and economic zones, the authority will continue to advise the city on implementing a synchronized set of policies, including: support for vocational learners at higher levels; assistance for businesses in recruiting technically skilled local labor; mechanisms for cooperation between companies and training institutions to select and send outstanding students abroad for training with commitments to return and serve local businesses; etc.
Hai Phong city established 12 new industrial parks, covering a total area of 3,202 ha, in the first seven months of 2025.
Nine of the new industrial parks are located in the eastern region of the city, namely Trang Due 3 (687 ha), Vinh Quang (350 ha), phase 1 of Thuy Nguyen (247.8 ha), Ngu Phuc (238.6 ha), phase 2 of Nomura - Hai Phong (230.8 ha); Tan Trao (227.7 ha), Tran Duong - Hoa Binh (207.9 ha), Nam Trang Cat (200.3 ha), and Tien Lang airport (Zone B) (186.4 ha).
The three remaining industrial parks were established in the western region, including Hoang Dieu (245 ha), phase 1 of Kim Thanh 2 (234.6 ha), and Binh Giang (147.9 ha).
All newly established parks are designed to adopt eco-industrial, high-tech, and supporting industry models, thereby creating a competitive edge in attracting next-generation, high-quality investment flows.
