Hai Phong proactively develops high-quality digital human resources

Hai Phong focuses on developing high-quality human resources for science, technology, innovation and digital transformation through a system ranging from higher education to the public-sector workforce.

Associate Professor Nguyen Minh Duc, Vice Rector of Vietnam Maritime University, said high-quality human resources, particularly science and technology personnel, play a key role in driving digital transformation and developing the marine economy toward high-tech, green and sustainable growth.

In fact, major universities in the city such as Vietnam Maritime University, Hai Phong University, Hai Phong University of Medicine and Pharmacy, and Hai Duong Medical Technical University have been actively training human resources aligned with labor market needs and new technological trends. Many schools have applied digital tools in administration, teaching and student management, while engaging in research projects supporting urban planning, industry, logistics and smart healthcare.

Hai Phong University, for example, has developed high-quality programs in game and multimedia design, digital business and innovation, and electronic engineering, microchips and semiconductors. From the 2025–2026 enrollment cycle, the university will introduce startup and innovation modules into its training programs.

Director of the city Department of Science and Technology Pham Van Thep affirmed that universities are not only centers for training high-quality human resources but also hubs for research and technology transfer, playing a decisive role in the city’s sustainable socio-economic development.

The department will act as a bridge between training institutions, enterprises and regulatory bodies, supporting research, development and technology transfer policies to form a science, technology and innovation human-resource ecosystem in Hai Phong.

Building a “digital human-resource triangle”

In the digital economy era, data and technological infrastructure are important, but the decisive factor in a locality’s competitiveness remains people, a workforce driven by knowledge and innovation. With that vision, Hai Phong is implementing a series of coordinated activities to develop high-quality human resources for science, technology, innovation and digital transformation.

From school-based training to professional development in the public sector, Hai Phong is building a systematic model for science, technology and digital-transformation human resources comprising three interconnected levels: academic knowledge (universities and research institutes), public administration (State agencies), and enterprises and society. Together, they form a “digital human-resource triangle.” In this structure, schools provide the foundation, the government creates the environment and enterprises generate development momentum.

Vice Chairman of the city People’s Committee Hoang Minh Cuong stressed that one of the four pillars for fulfilling the development goals set by the city Party Congress’s Resolution and the Politburo’s Resolution 57-NQ/TW is building a “combat-ready” incubator for intellect and talent, with the recruitment and utilization of high-quality human resources as a top priority.

Universities and colleges must become “incubators of digital and green technology talent,” supplying high-quality, practice-ready human resources for the city’s key industries.
