With total investment exceeding VND 98.332 trillion, Hai Phong’s 26 key projects and works have made positive progress.

Many projects remain on schedule

At the construction site of the Minh Hoa Logistics Port Project, which comprises a logistics service center, a petroleum and cargo port, petroleum storage facilities and a commercial service area in Nguyen Dai Nang Ward, construction work is proceeding as planned.

According to Nguyen Duc Tam, General Director of Duc Duong Co., Ltd., the project’s investor, by early October 2026, approximately 82% of the site clearance volume had been completed, and construction progress had reached about 42%.

In addition to the Minh Hoa Logistics Port Project, many other key projects and works in the city are being actively implemented, including the construction of Ring Road 2’s Tan Vu-Hung Dao-Bui Vien section and the building of Nguyen Trai Bridge and upgrading of urban surroundings. Procedures required for the construction of several projects scheduled to kick off in 2026 are also being completed.

These developments paint a positive picture of progress on the city’s key works. According to the Municipal People’s Committee, by the end of September 2026, the construction of two of the city’s 26 key projects and works, with a total investment of VND 98,332.764 billion, had finished. They were the Aeon Hai Duong Shopping Center in Thach Khoi Ward, which was inaugurated in early October, and the project to build Van Road and Bridge connecting National Highway 37 with the access road to Trieu Bridge, which had been inspected and handed over. In addition, 17 projects had substantially achieved their third-quarter targets.

Resolving obstacles and accelerating progress

Despite these positive results, four projects and works failed to meet their third-quarter targets and are striving to achieve their annual goals.

In practice, obstacles arising in individual projects need to be clearly identified so that appropriate solutions can be developed. During inspections and monitoring visits by city leaders over the past time, timely directions have been issued to address difficulties and remove bottlenecks affecting many key projects and works.

One example is the Minh Hoa Logistics Port Project. According to the investor, the failure to complete site clearance and hand over the public land area outside the dike has prevented the company from obtaining the permits required for activities related to the dike system. As a result, construction of the port bridge and revetment has yet to begin. In addition, the project has not been connected to either the waterway or road transport networks. Existing access roads are very narrow, affecting construction progress to some extent.

During an inspection of the progress of several projects and a working session with 11 localities in the former Kinh Mon and Kim Thanh areas on October 12, 2026, Le Ngoc Chau, Member of the Party Central Committee, Secretary of the Municipal Party Committee and Head of the Municipal Delegation of National Assembly Deputies, directed relevant authorities to address difficulties and resolve obstacles affecting the projects, including the Minh Hoa Logistics Port Project.

Key projects and works play an important role in completing infrastructure networks, expanding development space and driving Hai Phong’s economic growth. To maximize the effectiveness of investment resources, obstacles affecting individual projects must be addressed promptly and in a targeted manner, from site clearance and investment procedures to construction organization.

As Secretary of the Municipal Party Committee Le Ngoc Chau has emphasized during inspections and working sessions, each task must be assigned to a specific responsible party and have a clearly defined completion deadline. This provides the basis for ensuring that projects are completed on schedule and that investment resources are translated into tangible drivers of the city’s development.
