Hai Phong has identified 48 key projects and works across various fields to be implemented in the 2026 – 2030 period.

According to an action program to realize the Resolution of the first Hai Phong Party Congress for the 2025 – 2030 term, the city Party organization specified the tasks and solutions stated in the resolution with concrete assignments and identified priority focuses for implementation.
Among these is a list of 48 key projects and works to be developed in the city between 2026 and 2030.
The transportation sector has the largest number of projects (16), including the construction of a route connecting national highways 5 and 10 from Bui Vien street to national highway 10; a route connecting Rao 3 bridge with the coastal road; ring road 2’s section from national highway 10 to Nguyen Truong To street and a section running through VSIP industrial park; the Ninh Binh – Hai Phong expressway’s section passing through Hai Phong; a route connecting the coastal road with the road behind Nam Do Son port; etc.
The high-speed east-west route of Hai Phong is also included in the list of key projects for 2026 – 2030.

The infrastructure and urban upgrading sector includes eight projects, such as a clean water supply system to Cat Ba island; a park to the south of the Cam river (from Nguyen Trai bridge to the lower section of the river); Ho Dong park; a transit-oriented development (TOD) urban area around the Lao Cai – Ha Noi – Hai Phong railway station; and wastewater collection and treatment systems in urban areas.
Three projects fall under dyke, irrigation and environmental management, namely the sustainable development of the southeastern area of Hai Phong in response to climate change; upgrading and renovation of the Sat river embankment; and investment in protecting and improving water quality in the Da Do, Gia and Re rivers.
There are 11 projects in digital transformation, culture and social development, including digitization of the city land database; establishment of a science and innovation park; the city’s cultural and sports complex; construction of the Ho Chi Minh monument at the square in front of the city Political–Administrative Center; and Thanh Long lake eco-tourism area.
10 projects will be implemented in coordination with other entities, including the Lao Cai – Ha Noi – Hai Phong railway project; compensation, support and resettlement for site clearance for the railway project; terminal T2 and cargo terminal projects at Cat Bi International Airport; etc.
