Enhancing commune-level staff capacity to meet new requirements

After nearly one year of operating the two-tier local government model, new demands require higher quality of commune-level officials and civil servants.

The Standing Committee of Hai Phong Party Committee has issued a resolution on measures to improve the quality of local officials to meet new situational requirements.

The resolution sets eight specific targets through 2030, focusing on completing, standardizing, and harmonizing regulations, rules, and procedures on personnel work; and building grassroots cadres that meets the qualification standards for titles, positions, and competency frameworks.

Accordingly, the city aims for 100% of commune-level leaders and managers to meet the required training and in-service education standards in professional expertise, political theory, and public administration according to their job positions and title standards; and for all commune-level officials and civil servants to receive training, professional development, and practical skills courses according to their sector and field.

In the coming time, the city will continue job-based training and development, while reforming staff appraisal to focus on work effectiveness, quality of dossier handling, citizen satisfaction, and capacity of applying digital technology.

On that basis, the city will assign, deploy, rotate, or replace officials who do not meet requirements. This will ensure the two-tier local government operates more effectively and efficiently, serving residents better.
