Customs tightens control of transit goods infringing intellectual property

Faced with counterfeit goods masquerading as transit shipments accounting for more than 90% of violations, customs authorities are stepping up control of transit goods infringing intellectual property (IP).

As economic integration advances, rapid cross‑border logistics growth has brought fresh challenges for IP protection. The General Department of Customs warns that offenders have moved to an industrial scale and are operating transnationally. Perpetrators not only mix infringing items into legitimate consignments but also exploit bonded warehouses and electronic customs procedures to evade risk‑management systems.

With IP crime increasingly shifting to transit shipments, customs is implementing a multi‑layer risk management system, combining the latest 2026 legal framework with advanced X‑ray scanning technology.

To address the problem, customs proposes linking rights‑holder risk profiles with X‑ray imagery to flag suspicious containers before seals are broken. This approach moves authorities from a reactive to a proactive posture and reduces processing time. In addition, the updated legal framework was synchronously rolled out in Q1/2026.
