With a score of 95.37%, the northern port city of Hai Phong ranked first nationwide in Vietnam’s 2025 Public Administration Reform Index (PAR INDEX). It marked the third time Hai Phong has topped the country in the PAR INDEX rankings and the second consecutive year the city has led both the administrative reform index and the Satisfaction Index of Public Administrative Services (SIPAS).
On May 11, at the Government Steering Committee’s third meeting in 2026 on science and technology development, innovation, digital transformation and Project 06, the Ministry of Home Affairs announced the results of the 2025 PAR INDEX and SIPAS rankings.
Accordingly, Hai Phong continued to lead the country in both key indicators, reinforcing its position as a frontrunner in administrative reform, service-oriented governance and digital transformation.
Hai Phong’s 2025 PAR INDEX score reached 95.37%, ranking first nationwide and surpassing the second-ranked locality by 2.21 percentage points. It was the second consecutive year and the third time in five years that the city held the top position nationwide in administrative reform.
Notably, Hai Phong led several key component indicators, including administrative procedure reform at 99.92%, institutional reform at 98.24%, public finance reform at 98.94% and civil service reform at 96.33%.
For the 2025 SIPAS rankings, Hai Phong scored 91.12%, becoming the only locality nationwide to surpass the 90% threshold and maintaining its top ranking.
Public satisfaction with policy development and implementation reached 91.01%, while satisfaction with the public administrative services stood at 91.26%, both the highest nationwide.
The city also led multiple important sub-indicators, including government accountability, quality of policy implementation, accessibility of public administrative services, administrative procedure reform, the quality of civil servants directly handling administrative procedures, and the reception and handling of public feedback and recommendations.
The results reflected positive recognition and assessments from residents and businesses regarding the quality of services provided by state administrative agencies across the city. They also underscored the effectiveness of efforts to accelerate administrative procedure reform, digital transformation, improve public service accountability and build a modern, transparent administration centered on residents and businesses.
In recent years, Hai Phong has consistently identified administrative reform as a key task and a driver for socio-economic development and enhanced competitiveness.
The city has implemented a range of coordinated reforms, including expanding online public services, accelerating the digitalization of records, strengthening decentralization and authorization, improving the accountability of agency heads, and tightening administrative discipline.
Maintaining the country’s top position in both the 2025 PAR INDEX and SIPAS rankings serves as clear evidence of Hai Phong’s commitment to building a professional, modern, effective and efficient administration. It also provides momentum for the city to continue advancing administrative reform in tandem with the development of digital government and smart urban areas, improving services for residents and businesses, and promoting rapid and sustainable socio-economic development in the new phase.
