Vice Chairman of the Hai Phong People's Committee Le Trung Kien has called on local authorities to focus on site clearance to ensure the progress of the Ring Road 3 project.

Le Trung Kien, Member of the Standing Committee of the Hai Phong Party Committee and Vice Chairman of the City People's Committee, chaired an inspection of site clearance progress for Component 1 – synchronous development of Thuy Nguyen urban infrastructure to adapt to climate change – under the Hai Phong Development Project for Climate Change Adaptation (Ring Road 3) on October 31.
The project and Component 1 are being implemented to gradually improve transport connectivity in the area, create momentum for the development of the northwest-southeast coastal economic corridor, promote logistics development and help position Hai Phong as a regional connectivity hub.
To ensure the project stays on schedule, Vice Chairman Le Trung Kien asked the local authorities to disburse site clearance funds by the end of November 2026 as follows: Nam Trieu Ward VND 200 billion, Bach Dang Ward VND 100 billion, Hoa Binh Ward VND 100 billion, and Luu Kiem Ward VND 20 billion. The localities are expected to complete all site clearance work for the project in the first quarter of 2027.

The Hai Phong Transport Construction Investment Project Management Board was assigned to accelerate construction of Nam Trieu and Bach Dang resettlement areas and proactively coordinate with local authorities to complete handover and site acceptance procedures soon, so that resettlement plots can be arranged for households whose land is to be acquired.
Ring Road 3 has a total investment of approximately USD 394 million and comprises four components: synchronous development of Thuy Nguyen urban infrastructure to adapt to climate change, improvement of the Re River environment, reduction of flooding in the central urban area, and development of systems and capacity to improve urban climate resilience.
Component 1 focuses on building Ring Road 3, connecting Bui Vien Street with the Ha Noi-Hai Phong Expressway to the interchange with National Highway 10 at Km13+700. The road will be about 18.65 km long and 27 m wide.

The route will include Ngo Quyen Bridge across the Cam River, measuring 2,106.9 m in length and 31.8 m in width, with a cable-stayed main bridge and approach bridges using Super-T girders; a bridge over the Ruot Lon River; interchanges; and several other facilities.
To date, the preparation, appraisal and approval of cadastral maps, as well as the installation of site clearance boundary markers, have been completed and the documents handed over to local authorities for implementation. Site clearance has already been completed in Thuy Nguyen Ward.
