The implementation of TCVN ISO 18091:2020 by commune-level local authorities aims to improve the quality of management, administration and services for residents and businesses.
Hai Phong selected 33 localities to develop and apply the national standard TCVN ISO 18091:2020 from August 2026, exceeding the target of 30 localities set out in the 2026 – 2028 plan.
The 33 localities comprise the wards of Thuy Nguyen, Thien Huong, Bach Dang, Luu Kiem, Le Ich Moc, Hong Bang, Hong An, Le Chan, Hai An, Dong Hai, Kien An, Phu Lien, Do Son, Hung Dao, Duong Kinh, An Hai, An Phong, Le Thanh Nghi, Viet Hoa, Thanh Dong, Tan Hung, Thach Khoi, Tu Minh, Chi Linh, Tran Nhan Tong, Le Dai Hanh and Nhi Chieu; Cat Hai Special Zone; and the communes of Kien Thuy, Kien Hai, Vinh Bao, Nam Sach and Phu Thai.
So far, all selected localities have proactively launched the program and issued implementation plans.
Under the roadmap, from September 2026 to April 2027, the city will organize training sessions while conducting surveys and assessments of the current situation, establishing ISO Steering Committees and working groups, issuing individual plans for each locality, and conducting self-assessments based on the 39-indicator Total Quality Management Framework.
The city has identified TCVN ISO 18091:2020 as a total quality management tool to help local authorities improve the effectiveness of leadership and administration, administrative reform and the quality of public services. Its implementation is linked to administrative reform, digital transformation, one-stop and inter-agency one-stop mechanisms, and efforts to improve satisfaction among residents and organizations.
