Deputy Prime Minister Ho Quoc Dung has signed Decision No. 1091, approving a national program aimed at developing large-scale strategic technology enterprises in Vietnam during the 2026–2030 period.

At least 10 large-scale strategic technology enterprises to be established by 2030
According to the Decision, large-scale strategic technology enterprises will master, develop and commercialize a number of key strategic technologies, with sufficient capabilities to undertake major national tasks in science and technology, innovation, digital transformation, and to ensure technological sovereignty.
The Program sets the target of establishing at least 10 large-scale domestic strategic technology enterprises by 2030 to develop digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity, meeting the following requirements simultaneously: annual revenue of at least USD 1 billion; an average annual workforce of at least 5,000 employees participating in social insurance; at least one science and technology organization established and operating in accordance with laws on science, technology and innovation under the digital technology enterprise; R&D (research and development) expenditure accounting for at least 3% of total annual revenue; and ownership of at least one patent granted by one of the world's five leading intellectual property offices, namely USPTO, EPO, JPO, KIPO and CNIPA.
Large-scale strategic technology enterprises will play an important role in enabling Vietnam to develop a synchronized, modern, green and interconnected national digital infrastructure system, connected domestically and internationally with large capacity, high speed, high reliability and availability to serve national digital transformation, the development of the digital economy and digital society, and the protection of digital sovereignty.
Specifically, at least six new international submarine fiber-optic cable routes will be deployed and put into operation, featuring large-capacity and high-speed international connectivity, including at least one submarine cable route invested in and controlled by Vietnam. The 5G network will be rapidly expanded, with a target of covering 99% of the population. Digital platforms and shared databases will be developed and enhanced to meet the needs of ministries, sectors and localities in providing nationwide services, serving as critical digital infrastructure for socio-economic development. At least five new large-scale data centers meeting international and green standards will be developed, contributing to positioning Vietnam as a regional data center hub.
Large-scale strategic technology enterprises will build an open, interoperable, secure and trustworthy national digital data ecosystem, ensuring that data is standardized, shared and responsibly utilized to promote digital government, the digital economy, the digital society and data sovereignty. A supervised data market will be developed to ensure safety and compliance with legal regulations, along with the development of data services such as data aggregation, analytics and data labeling.
Large-scale strategic technology enterprises will contribute to developing a large-scale, high-quality digital workforce meeting international skill standards in key sectors through reskilling and upskilling programs based on the collaboration model of "Government – Academia – Business". This includes training, popularizing and enhancing digital skills for government agencies, organizations, businesses and citizens through online learning platforms that utilize modern technologies such as AI, VR and AR for teaching, simulation and continuous updates in accordance with international standards. Policies will also be introduced to attract and make effective use of domestic and international experts to work at large-scale strategic technology enterprises and participate in projects developing strategic technologies and strategic technology products to meet the country's socio-economic development needs.
Large-scale strategic technology enterprises will master, develop and commercialize a number of key strategic technologies, with sufficient capabilities to undertake major national tasks in science and technology, innovation, digital transformation, and to ensure technological sovereignty.
Specifically, they will master, research, develop and apply strategic technologies and strategic technology products; promote Vietnamese enterprises to master at least 70% of the strategic technologies included in the strategic technology list issued by the Prime Minister. Vietnam aims to rank among the top three countries in Southeast Asia in AI research, development and application. At least six artificial intelligence systems based on Vietnamese data will be developed to address essential needs in society, including justice, finance, agriculture and environment, culture, sports and tourism, education, and healthcare.
Digital twins will be developed for selected provinces and cities, including the development of a national 3D digital map, urban technical infrastructure, environmental systems, transportation, logistics, education, healthcare, industry and trade, disease mapping, underground infrastructure, terrestrial space and satellite space. At least one blockchain platform will be developed to support government agencies, organizations and enterprises in applying blockchain technology to governance, management, production and business operations.
Proactive national cybersecurity capabilities will be developed to protect critical digital infrastructure and personal data, detect, prevent, respond to and recover rapidly from incidents, ensuring security and safeguarding digital sovereignty. Specifically, the network connecting and sharing information between provincial and municipal cybersecurity centers and the National Cybersecurity Centers under the Ministry of Public Security and the Ministry of National Defense will be developed and enhanced to ensure nationwide monitoring, detection and early response to cyberattacks. Key cybersecurity products and services will also be developed to dominate the domestic market and compete internationally.
Supporting research and market development for enterprises
To achieve the above objectives, the Program sets out the following tasks and solutions: improving institutions and enhancing the effectiveness of policy and legal implementation; implementing major national tasks and large-scale challenges in science, technology, innovation and digital transformation; supporting enterprise research and market development; and measuring and evaluating the implementation results of the Program.
Regarding support for enterprise research and market development, the Program specifies that, based on local conditions, needs and comparative advantages in digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity, local authorities shall study and consider establishing appropriate regulatory sandbox environments to support enterprises and organizations in testing digital technology products and services before large-scale deployment.
Support will be provided to mobilize domestic and foreign investment funds to invest in the implementation of major national tasks in science, technology, innovation and digital transformation in the fields of digital infrastructure, digital human resources, digital data, strategic technologies and cybersecurity in accordance with legal regulations.
Solutions will be studied to encourage large-scale strategic technology enterprises to place orders, share technical standards, processes and data, and support technology transfer to small and medium-sized enterprises, research institutes and universities through joint research and development projects and product and service testing initiatives.
Support and incentives will be provided to enterprises undertaking major national tasks in science, technology, innovation and digital transformation through assistance in technology application and transfer from abroad, intellectual property protection, and support from the National Foundation for Science and Technology Development and the National Technology Innovation Fund in accordance with legal regulations.
Priority will be given to enterprises implementing major national tasks in science, technology, innovation and digital transformation to participate in investment and trade promotion programs in order to support the promotion of products and services and expand market access domestically and internationally.
Training, digital literacy and digital skills enhancement programs for government agencies, organizations, enterprises and citizens will be implemented through online learning platforms that utilize modern technologies for teaching, simulation and continuous updates in accordance with international standards.
