In response to the campaign ‘All people unite to build new-style rural areas and civilized urban areas,’ organizations and residents across localities in Hai Phong are joining hands to build a greener, cleaner and more modern look for the city.

Mobilizing strength from the people
In Cat Hai special zone, the model “Green tourism, sustainable economic development” has been implemented by the local Vietnam Fatherland Front (VFF) in new-style rural building in connection with tourism and service growth.
Vu Thi My Lien, Chairwoman of the VFF Committee of the special zone, said the Front proactively works with local organizations and authorities to encourage residents, accommodation owners, restaurants and tourism boats to meet “green” criteria, including saving energy, limiting plastic waste, preserving landscapes and promoting local cultural identity.
From an initial 15 homestays in the former Xuan Dam commune, the model has now spread to many other communes, becoming a standard of civilized economic development. Residents of the special zone have donated more than 19,000 m2 of land and contributed thousands of workdays to build 87 roads, cultural houses and community facilities.
The Front has also coordinated in launching movements such as “Bright, green, clean and beautiful roads” and “The day all people join hands for a green, clean and beautiful Cat Hai island,” linking tourism with cultural behavior and environmental responsibility.
Following the principle “people know, people discuss, people do, people inspect, people supervise, and people benefit,” the VFF and socio-political organizations in localities have actively participated in developing advanced and model new-style rural areas and civilized urban areas with effective initiatives. In Tu Ky commune, the VFF and organizations mobilized residents to contribute thousands of workdays and donate land to expand, repair and build more than 30 km of rural roads. Nam Sach commune mobilized residents to donate over 5,000 m2 of land for rural road construction.
Improving quality, substance and sustainability

In the implementation of the campaign “All people unite to build new-style rural areas and civilized urban areas” in Hai Phong, socio-political organizations have played an indispensable role. Between 2020 and 2025, Women’s Unions at all levels have carried out 1,364 projects and tasks, mobilized 4,500 families to donate 70,700 m2 of land, dredge canals, plant flowers, paint murals and improve urban spaces. All-level Farmers’ Union mobilized the donation of 200,000 m2 of land, contributions of more than 100 billion VND and 30,000 workdays. The city Youth Union implemented 271 “Lighting up rural roads” routes, helped build 78 roads and repaired three hamlet cultural houses.
At the first conference honoring exemplary units of the VFF and socio-political organizations of the city for the 2025–2030 period, Pham Van Lap, Deputy Secretary of the city Party Committee and Chairman of the city VFF Committee, affirmed that the campaign “All people unite to build new-style rural areas and civilized urban areas” has been carried out in a practical and impactful manner, attracting strong participation from the entire political system and the public.
Building on achieved results, during the 2025–2030 term, the Front at all levels will focus on improving the quality, substance and sustainability of the campaign; enhancing communication and mobilization of residents to participate in site clearance, promoting key investment projects, and fostering “family culture” and “social ethics.”
