Located in central Hai Phong, Ngo Quyen and Gia Vien wards are stepping up efforts to attract investment and promote trade and services.

Major roads in Ngo Quyen and Gia Vien wards, formerly part of Ngo Quyen District, including Le Hong Phong, the Nga 5-Cat Bi Airport new urban area, Le Loi, Cau Dat, Lach Tray, Tran Phu, Da Nang and Le Thanh Tong streets, are lined with numerous businesses, service establishments and major commercial centers such as GO!, Vincom Le Thanh Tong, Cat Bi Plaza, Thanh Dat Building, CPN, MediaMart, Dien May Xanh, Maslight Centre and Sunshine.
Chairman of the Gia Vien Ward People's Committee Chu Thanh Luong said trade and services play a leading role in the ward's economic growth, accounting for about 88.12 percent of its total product value. The ward currently has 1,783 enterprises and 3,104 household businesses in operation.
Most businesses have maintained stable operations, creating jobs, contributing to the local budget and, more broadly, helping achieve the target set under Resolution No. 11 of the Hai Phong Party Committee of annual growth of at least 13%.

In the first nine months of 2026, budget revenue in the ward exceeded VND 3,084.9 billion, 22% above the full-year estimate assigned by the city. Notably, revenue from the non-state sector reached VND 718.2 billion, equivalent to 98% of the estimate.
In Ngo Quyen Ward, trade and services are also a key strength, accounting for 80.2% of the local economic structure. In the first nine months of 2026, the ward's total economic product value increased by 16%, ranking 11th among 114 communes, wards and special administrative zones. Service revenue exceeded VND 17.774 trillion.
To further promote investment in trade and services, the wards are implementing a range of measures to support enterprises and household businesses.
According to Chairman of the Ngo Quyen Ward People's Committee Nguyen Quoc Thai, the ward currently has 1,665 small and medium-sized enterprises and 1,580 household businesses in operation. Since the two-tier local government system began operating, the ward has consistently supported businesses and household businesses through a range of specific measures.
The local authorities are stepping up digital transformation and administrative reform, improving the investment and business environment, and supporting procedures related to land and business registration certificates.

In their development plans, Ngo Quyen and Gia Vien wards have identified trade and services as the "backbone" of the local economy. Accordingly, the wards are studying and developing measures to expand high-quality, high-value-added trade and service activities, with priority given to accommodation and food services, education and training, healthcare, public and legal support services, finance and banking, insurance and logistics.
One key approach is to make the most of the potential and advantages offered by valuable urban land resources. In implementing tasks assigned by the city, the wards are accelerating urban improvement and infrastructure development projects to create a more integrated, civilized and modern urban environment, laying the groundwork for attracting investment and increasing the value of existing resources.
Accordingly, a number of major city projects involving site clearance in the two wards are being urgently implemented, including the project to develop technical infrastructure for the renovation of the Dong Quoc Binh old apartment complex (Phase 2); the project to develop technical infrastructure in the area of the Van My old apartment complexes and No. 311 Da Nang; the project to build Nguyen Trai Bridge and upgrade the surrounding urban area; the flower garden project in the area of Lane 47 Le Lai; and the project to renovate sidewalks and roads on Nguyen Binh Khiem Street.
At the same time, urban infrastructure and social housing projects are also being accelerated, including sidewalk improvements along roads in the Nga 5–Cat Bi Airport new urban area, sidewalk improvements on Van Cao Street, Nguyen Trai Bridge, the Nguyen Trai–Le Hong Phong underpass interchange, the Tong Kho 3 Lac Vien social housing development, the 384 Le Thanh Tong social housing development, the 39 Luong Khanh Thien social housing development and, in the near future, the Van My social housing development.
Beyond improving transport connectivity, these ongoing and planned projects will help expand, redevelop and upgrade urban spaces toward a more modern urban environment.
