Hai Phong has directed removal of difficulties and support for businesses in speeding up new projects to ensure the 2026 growth target.

Staying on the critical path
Launched in April 2026, the project to build a plant for manufacturing generator sets by Senci Science Technical (Vietnam) Co., Ltd. in the expanded Phuc Dien Industrial Park in Ke Sat Commune has a total investment of VND 1.261 trillion. With support and favorable conditions during implementation, the contractor quickly organized construction of the project’s components.
On August 30, the contractor and investor held the project’s topping-out ceremony, marking the completion of all major structural works and the start of the finishing phase, with a target of handing over the plant and putting it into operation on schedule. The project is expected to begin production in the first quarter of 2027.
In the expanded Dai An Industrial Park, the Deli Hai Duong Stationery Manufacturing Plant project, with total investment of nearly VND 6.5 trillion, had also basically completed its construction plan by the end of July, creating a foundation for the plant to begin operation. The plant is expected to supply more than 100 million products a year, including school supplies, stationery, educational equipment and household products, and create jobs for about 3,000 workers.
Many other production and business projects are also being accelerated in the final months of the year to stay on the critical path. According to a report by the Municipal People's Committee, 58 projects are expected to complete construction and prepare to enter operation in the last six months of 2026.
Of these, 28 are domestic projects with total investment of more than VND 9,882.1 billion, and 30 are FDI projects with total investment of nearly USD 1,292.3 million.
Projects in economic zones and industrial parks have total investment of VND 5,178.1 billion and USD 725.3 million; in industrial clusters, VND 4,098.4 billion and USD 531.98 million. Projects outside economic zones, industrial parks and industrial clusters have total investment of VND 605.5 billion and USD 35 million.
Closely monitoring progress and promptly addressing difficulties
To help projects be completed and put into operation soon, Chairman of the Hai Phong People's Committee Do Thanh Trung has required departments, sectors and localities to coordinate with investors to monitor implementation and promptly address difficulties and obstacles. Matters within their jurisdiction must be dealt with in a focused manner; those beyond their authority must be promptly reported, with solutions proposed.
This is also one of the tasks that Resolution No. 11-NQ/TU requires all levels, sectors and localities to focus on implementation, with an emphasis on reviewing and classifying projects, clearly identifying difficulties and obstacles, and adopting appropriate solutions to accelerate implementation and create resources for growth.
Accordingly, departments, sectors, localities and relevant units will continue coordinating with investors to monitor progress and address arising issues, particularly those related to procedures, land and site clearance, creating favorable conditions for projects to be completed and put into operation soon.
According to the Department of Industry and Trade, one of the groups of solutions it is focusing on implementing from now until the end of the year is urging projects expected to begin operations in 2026 to complete construction soon and bring new capacity into operation. In August 2026 alone, the department worked with 16 key industrial enterprises. Among them, the aluminum alloy profile manufacturing plant project of Global Xinfa Vietnam Co., Ltd. is expected to generate annual revenue of about VND 23 trillion once it reaches stable operation from 2027.
Addressing each bottleneck and ensuring the progress of each project will enable businesses to put capital into production and business activities sooner, adding new production capacity to the economy.
