Resolving bottlenecks to accelerate projects launched in May

Hai Phong held groundbreaking and inauguration ceremonies for 14 works and projects, including nine groundbreaking ones, in May 2026. Their investors and contractors are now accelerating construction to contribute to economic growth.

Urgent construction

The Binh Giang Industrial Park project in Thuong Hong Commune covers 147.9 hectares, with total investment of VND 1.755 trillion and KinhBac City Development Holding Corporation as the investor. To ensure that the industrial park is put into operation in the first quarter of 2028, the investor is mobilizing machinery and workers to carry out site leveling and infrastructure construction.

Three months after its groundbreaking, the Van Uc 2 bridge project, part of the Ninh Binh - Hai Phong Expressway (CT.08) construction project, including the section through Hai Phong and 9 km in Hung Yen Province, is being accelerated. Contractors have mobilized more than 350 engineers and workers and deployed 10 bored-pile drilling lines operating 24/7, including two lines working on the river and eight on the two riverbanks.

With the goal of completing two roads connecting National Highway 5 with National Highway 10 through Vinh Bao and Kien An before the 2028 Lunar New Year, immediately after the groundbreaking ceremony, the Hai Phong Traffic Construction Investment Project Management Board asked contractors to urgently mobilize machinery, materials and workers for construction. Accelerating the projects aims to shorten completion time, expand development space and ensure public investment disbursement.

Also launched in May, the projects to construct the Cat Bi Victory Monument at Cat Bi International Airport in Hai An Ward, build a social housing area within a new residential area in Mao Dien Commune, develop infrastructure for Hoang Dieu Industrial Park in Gia Phuc Commune, construct and operate infrastructure for Thuy Nguyen Industrial Park (Phase 1), build Nam Trang Cat Industrial Park in Hai An Ward, and construct Thuy Nguyen mechanical and casting craft village industrial cluster in Le Ich Moc Ward are also being accelerated by investors and contractors.

Immediately after the groundbreaking ceremony, the construction of Van Uc 2 bridge proceeded continuously.

Site clearance problems have prevented the construction of the road connecting National Highway 5 with National Highway 10 through Kien An from being carried out simultaneously along the entire route. The investor has asked Kien An Ward to soon approve compensation and support plans and hand over the site to affected households in Phase 1 of the Truong Chinh Tunnel.

Along with site clearance, underground and above-ground infrastructure, such as power lines, pipelines and technical infrastructure, must be relocated simultaneously to avoid affecting construction progress.

At a progress inspection at the end of July, Vice Chairman of the Hai Phong People’s Committee Le Trung Kien asked Kien An and Phu Lien wards to focus on site clearance, striving to basically complete the entire route and hand over the site to contractors for construction in September 2026.

At the Binh Giang Industrial Park project, the investor is facing difficulties with material transport routes. Pham Van Thep, Head of the Hai Phong Economic Zone Authority, said that after receiving the enterprise’s request, the board proposed that the City People’s Committee direct the Hai Phong Management Board for Agricultural and Rural Development Construction Investment Projects to accelerate the construction of Road 394B’s section running through the industrial park.

The projects launched in May have a combined total investment of more than VND 20 trillion. Accelerating their progress will not only help complete transport infrastructure, expand development space and create sites to attract investors, but also create additional room for socio-economic growth in the coming years.

In the immediate term, concerned departments, sectors and localities need to enhance their sense of responsibility, strengthen coordination and proactively resolve difficulties, particularly those related to site clearance, the construction of resettlement areas and the attraction of secondary investors. This will enable the projects to deliver investment benefits sooner, meet residents’ expectations and make practical contributions to economic growth.
