Striving to provide free health check-ups for residents at least once a year

Directive No. 17 clearly states that by the end of 2026, all citizens will receive free periodic health check-ups or screening examinations and be provided with electronic health records.

The Prime Minister has issued Directive No. 17 on organizing periodic health check-ups or free screening examinations for people nationwide.

In order to improve the quality of public healthcare and gradually shift the focus from “treatment” to “prevention,” Deputy Prime Minister signed Directive No. 17 on behalf of the Prime Minister on May 6, 2026 regarding the organization of periodic health check-ups or free screening examinations for citizens across the country.

To ensure synchronized and effective nationwide implementation of periodic health check-ups or free screening examinations at least once a year for citizens beginning in 2026, the Prime Minister requested ministries, sectors and localities to urgently direct and implement tasks related to periodic health examinations and free screening in accordance with Resolution No. 72.

At the same time, authorities are required to strengthen communication and public awareness campaigns to help people and communities better understand the importance of regular health check-ups and early disease screening. This aims to change public behavior and gradually establish the habit of proactively undergoing regular health examinations and screenings.

The Government strives that by the end of 2026, all citizens will receive free periodic health check-ups or screening examinations and be issued electronic health records.

Medical facilities will be guided to establish and manage electronic health records, ensure data connectivity and integration with the VNeID application, while also building standardized data systems for sharing health examination information with the social insurance database.

In addition, authorities will continue strengthening the capacity of grassroots healthcare and preventive medicine systems; ensuring sufficient human resources, equipment, medicines and chemicals; and enhancing professional training for healthcare workers involved in implementation.

The directive also requires organizing and coordinating with medical examination and treatment facilities to provide free periodic health check-ups for pupils, students and trainees in accordance with regulations, with completion targeted by June 2026 for immediate implementation at the beginning of the 2026–2027 academic year.

People’s Committees of provinces and cities are tasked with developing plans and directing, guiding, and coordinating the implementation of periodic health check-ups and free health screenings for local residents based on different target groups. Priority will be given to people with meritorious service, the elderly, people with disabilities, poor and near-poor households, people with chronic diseases, and residents living in ethnic minority and mountainous areas, as well as regions with difficult or especially difficult socio-economic conditions, border areas, and islands, in accordance with the guidance of the Ministry of Health to ensure the set goals are achieved.

The program will combine examinations at commune-level health stations and medical facilities with mobile health check-up campaigns in communities, residential areas, remote and isolated regions, disadvantaged and especially disadvantaged areas, border regions, and islands.

Ministries, ministerial-level agencies, other central agencies, organizations, enterprises, and employers are also required to develop plans and organize annual periodic health check-ups or free health screenings for employees in accordance with occupational safety and hygiene regulations.

At the same time, authorities and organizations will promote communication campaigns to encourage union members and workers to participate in periodic health check-ups and free screenings. Inspection and supervision of health examinations and occupational disease screenings will also be strengthened to promptly detect and strictly handle violations, ensuring healthcare rights for workers, especially those working in industrial parks, export processing zones, and occupations with high risks of occupational diseases.
