Organizing periodic health check-ups or free health screening programs for residents is considered a key, regular, and long-term task aimed at improving the quality of life for the people of the city.

The Hai Phong City People’s Committee has issued a document implementing Directive No. 17 dated May 6, 2026, by the Prime Minister on organizing periodic health check-ups or free health screenings for citizens.
The Chairman of the City People’s Committee requested directors and heads of departments, agencies, organizations, and chairpersons of commune, ward, and special zone People’s Committees to identify the implementation of periodic health check-ups or free health screening programs as a key, regular, and long-term task associated with socio-economic development goals, social welfare assurance, and improving the quality of life for local residents.
Hai Phong aims that from 2026 onward, residents across the city will receive periodic health check-ups or free health screenings at least once a year and will have electronic health records established and managed in accordance with regulations.
The city will mobilize the participation of the entire political system while emphasizing the role and responsibility of leaders of agencies, units, and localities in organizing and implementing the program.
Hai Phong will also promote socialization efforts, encouraging participation from all levels of government, socio-political organizations, social and professional organizations, the business community, healthcare facilities, and domestic and international organizations and individuals to support resources and coordinate implementation.
The Department of Health has been assigned to take the lead in advising the City People’s Committee on developing a detailed implementation plan for the city, to be completed before May 15, 2026.
