Hai Phong requires acceleration of site clearance and construction of a section of the Ninh Binh-Hai Phong Expressway to begin in January 2027, with the goal of opening to traffic by the end of 2027.

Le Trung Kien, Member of the Standing Board of the Hai Phong Party Committee and Vice Chairman of the City People's Committee, on October 27 inspected site clearance progress for part of the project to build the Ninh Binh-Hai Phong Expressway’s section running through Hai Phong and a 9-km stretch in Hung Yen Province.
The section under inspection runs from the Ha Noi-Hai Phong Expressway to its interchange with the coastal road through Duong Kinh, Nam Do Son, Kien Minh and Kien Hai.
After inspecting the site and hearing reports from local authorities and city departments on site clearance and resettlement progress, Vice Chairman Le Trung Kien concluded that the project was a particularly important transport project that would help complete the transport connectivity network of the city in general and Kien Thuy and Do Son in particular.
To ensure the project stays on schedule, Vice Chairman Le Trung Kien asked the localities to intensify public communication and outreach to build residents' support for site clearance and establish clear deadlines for completion.

The City Transport Construction Investment Project Management Board, the project investor, was instructed to urgently complete the necessary procedures to start construction in January 2027. Contractors must organize work in three shifts around the clock from the outset to shorten construction time, aiming to substantially complete construction by September 2, 2027, and open the road to traffic by December 31, 2027.
The project includes the building of a 1.05-km section from the road connecting Provincial Road 353 and Provincial Road 361 to the Ha Noi-Hai Phong Expressway, a 6.5-km section from the Ha Noi-Hai Phong Expressway to the coastal road, and two interchanges connected with the Ha Noi-Hai Phong Expressway and the coastal road.
The project will require the acquisition of 82.53 hectares of land and has a total investment of more than VND 4.335 trillion. Implementation is scheduled for 2025 – 2028.
