Currently, Russian Federation enterprises and partners in Hai Phong have four active investment projects with a total capital of approximately USD 5.4 million.

On the morning of April 16, Mr. Hoang Minh Cuong, Vice Chairman of the People’s Committee of Hai Phong, received a delegation from the Ministry of Foreign Affairs of the Russian Federation, led by Mr. Kapyrin Igor Nikolaevich, Director of the Department for Relations with Federal Subjects, the Parliament, and Social Associations, during their visit and working trip to Hai Phong.

Welcoming the delegation, he emphasized that cooperation between Hai Phong and partners from the Russian Federationhas been maintained on the foundation of long-standing traditional relations between the two countries, across various fields such as delegation exchanges, investment, trade, education and training, culture, and people-to-people exchanges.
Hai Phong and the Russian Federation also established early local-level cooperation, including ties with Vladivostok. Building on this, Hai Phong has signed cooperation agreements with Saint Petersburg (in 2006) and Primorsky Krai (in 2017).
At present, Russian enterprises and partners in Hai Phong have four active investment projects with a total capital of around USD 5.4 million—still modest compared to the potential and room for cooperation between the two sides. The Vice Chairman expressed his hope that, with his extensive diplomatic experience, Kapyrin Igor Nikolaevich will continue to foster friendship and further promote cooperation across various fields between Vietnam and Russia in general, and between Hai Phong and Russian localities and partners in particular.

Providing an overview of Hai Phong’s geographical position, socio-economic development, and strategic orientation—especially following its merger with Hai Duong—Mr. Hoang Minh Cuong expressed his hope that, after the meeting, the delegation would actively promote the image of a dynamic and developing Hai Phong, while strengthening connections and introducing investors from Russian Federation to explore opportunities and invest in the city, thereby further enhancing bilateral cooperation.
Expressing appreciation for the warm reception from the city’s leaders, Mr. Kapyrin Igor Nikolaevich stated that the purpose of the visit is to strengthen cooperation between the Ministry of Foreign Affairs and localities of the two countries, contributing to the advancement of comprehensive bilateral relations.
Sharing the same view as Vice Chairman Hoang Minh Cuong, he affirmed that the Russian Ministry of Foreign Affairs will continue to provide support and favorable conditions to deepen cooperation between Russian partners and Hai Phong. In the coming time, Hai Phong and St Petersburg are expected to further enhance collaboration, while actively participating in the Eastern Economic Forum in Vladivostok to expand exchanges, connections, and cooperation between business communities of both sides.
