The Standing Committee of the Hai Phong Party Committee has broadly agreed in principle to study investment in a waste-to-energy plant at Gia Minh and reviewed plans to upgrade the city’s dyke system.

On the afternoon of June 25, Member of the Party Central Committee, Secretary of Hai Phong Party Committee and Head of the city’s National Assembly delegation Le Ngoc Chau chaired a meeting of the Standing Committee of the Hai Phong Party Committee to hear reports and give opinions on a number of issues.

The meeting heard a report proposing to locate a waste-to-energy plant adjacent to the Gia Minh solid waste treatment area in Bach Dang ward, replacing the previously planned site at Dinh Vu.

Concluding the discussion, Hai Phong Party Committee Secretary Le Ngoc Chau instructed relevant departments to select an investor with capacity and experience that will apply modern waste-treatment technologies and ensure no adverse impact on residents’ living conditions in the planned construction area. He asked them to prepare investment procedures in full compliance with the law and aligned with the National Power Development Plan 2021–2030 with vision to 2050. He also urged the completion of investment dossiers before submitting to the city Standing Party Committee for approval and requested implementation to begin in the fourth quarter of 2026.

The city Standing Party Committee also heard a report proposing a comprehensive review and detailed assessment of the city’s dyke system and recommending investment in critical dyke sections.

The Standing Committee of Hai Phong Party Committee basically agreed with the principle of investing in key dyke lines across the city. The city Party Committee Secretary asked the city People’s Committee to direct departments to continue identifying and adding vulnerable sections to form investment projects; projects should be developed suitably to disaster prevention, response and search-and-rescue needs.
