With creative and effective initiatives, Hai Phong’s startup and innovation ecosystem has expanded and made strong progress, affirming its role as a regional hub with international connectivity.

Distinctive path
According to Le Luong Thinh, Vice Director of the Hai Phong Department of Science and Technology, thanks to the city’s attention and the active participation of departments, agencies, and localities, the startup and innovation movement in Hai Phong has never been as vibrant and widespread as it is today, attracting a large number of students, young people, scientists, and the business community.
Startup support activities are becoming increasingly in-depth, bringing real value and meeting the needs of enterprises during the challenging early stages. These efforts have also helped build relationships with reputable domestic and international partners.
Over the past time, Hai Phong has continuously provided comprehensive support for local startups and enterprises, motivating young people to dare to think and act. Those with products and ideas have gained more opportunities to connect, promote, and exchange experiences with partners inside and outside the city.
The recent Techfest Haiphong 2025 event reaffirmed the port city’s “brand” in innovation. The highlight was investment and technology connection sessions between domestic and international enterprises, showcasing breakthrough technologies such as AI, green tech, automation, and RPA. The event attracted strong participation from investment funds, startups, research institutes, and tech companies.

Hai Phong aims to improve its ranking and secure a place among the top 1,000 cities in the global startup ecosystem index.
Another initiative by the Hai Phong Department of Science and Technology that has been enthusiastically welcomed by the startup community is the “Hai Phong – Creative Startup Café” program, launched in October 2024. Its 25th session was recently held, featuring the seventh space for introducing startup and innovation projects.
Alongside organizing technology connection sessions between Vietnamese and foreign businesses, Hai Phong has also launched international working programs to foster effective cooperation in science and technology development and innovation.
Boosting the startup ecosystem
Hai Phong possesses strong competitive advantages in rapidly growing sectors such as logistics, tourism, cuisine, and seaports. To date, the city has had more than 300 innovative startups and projects, creating thousands of new jobs.

This provides an important foundation to promote innovation and entrepreneurship across departments, localities, agencies, organizations, businesses, and the entire community.
Experts noted that for Hai Phong to truly become a regional hub with global connectivity, significant resources and the participation of all ecosystem stakeholders are needed to advance startup support and development activities.
Deputy Minister of Science and Technology Hoang Minh recommended that the city continue developing all components of the startup ecosystem in a synchronized manner and strengthen connections with national and international ecosystems.
The 16th Hai Phong People’s Council approved several resolutions at its 30th session to promptly implement pilot mechanisms and policies under the National Assembly’s Resolution No. 226 to effectively realize preferential policies, investment attraction, and high-tech development. The city also aims to create a favorable environment for scientific research, innovation, and entrepreneurship.
