Science, technology and innovation continue to serve as key drivers helping Hai Phong maintain its position among Vietnam’s leading localities in digital transformation and innovation.

The Hai Phong Department of Science and Technology held a conference on December 30 to review science, technology and innovation activities in 2025 and deploy tasks for 2026.
Attending the event were Vice Chairman of the city People’s Committee Hoang Minh Cuong and Vice Chairman of the National Standards, Metrology and Quality Committee Tran Hau Ngoc.
In 2025, the city’s science, technology and innovation activities recorded many notable results, enabling Hai Phong to firmly remain in the leading group nationwide in local-level digital transformation and innovation.
Hai Phong ranked third nationwide in the provincial-level Digital Transformation Index (DTI) in 2024 and fourth nationwide in the Provincial Innovation Index (PII).
Efforts to develop the innovation startup ecosystem, promote digital transformation, and strengthen domestic and international cooperation in science and technology have been implemented in a coordinated manner and are increasingly substantive.

Many indicators exceeded set targets, contributing to helping Hai Phong become the first locality nationwide to reach a “green status” on the monitoring system for Resolution 57.
The city’s DTI surpassed the assigned target, while the digital economy’s contribution to GRDP reached around 30%.
In 2026, the Department of Science and Technology will focus on renewing strategic advisory work, ensuring that science, technology, innovation and digital transformation truly become strategic breakthroughs directly serving the city’s development goals.
Key priorities include concretizing roadmaps for priority tasks, allocating resources to develop digital infrastructure, data and shared digital platforms; promoting data-driven governance; and strengthening the application of new technologies such as artificial intelligence, big data and the internet of things in administration, urban management and the development of key economic sectors.
The city aims for the PII to rank among the top three nationwide, 5G coverage in urban areas to reach at least 80%, the DTI to reach 0.786 or higher, and the digital economy to make up at least 31% of GRDP.
