From March 1, “jailbroken or rooted” smartphones, commonly associated with gray-market imports, will no longer be able to open banking applications in order to meet enhanced security standards.

The Circular No.77 issued by the State Bank of Vietnam, which takes effect on March 1, specifies cases in which users will be unable to access mobile banking services.
Under the regulation, banking applications will not operate on compromised devices, including Android phones that have been rooted and iPhones that have been jailbroken. Devices with unlocked bootloaders, where built-in protection mechanisms are disabled, will also be ineligible to use mobile banking services.
Bypassing a device’s protection layers weakens critical security safeguards, enabling malware to penetrate banking applications and steal sensitive information.
To avoid transaction disruptions, customers are advised to verify their device status and remove any root, jailbreak, or bootloader-unlock configurations. Users should also update banking applications to the latest version when activating services on new devices or reinstalling applications to ensure compliance with security requirements.
