On April 4, 2026, Prime Minister Pham Minh Chinh issued decisions approving adjustments to the planning of 6 regions for the 2021-2030 period, with a vision to 2050, including: Northern Midlands and Mountains; Red River Delta; North Central; South Central Coast and Central Highlands; Southeast; and Mekong Delta.

According to Decision No. 612/QD-TTg, the scope and boundaries of the adjusted Red River Delta regional planning cover the entire inland territory of 6 provinces and cities: Hanoi City, Hai Phong City, Ninh Binh Province, Hung Yen Province, Bac Ninh Province, Quang Ninh Province, and the marine and island spaces defined in accordance with relevant legal regulations.
By 2030, the Red River Delta region will develop rapidly and sustainably, with a rational economic structure and strong national cultural identity; prioritizing science and technology, innovation, and digital transformation as breakthroughs and main drivers for socio-economic development; featuring modern industry, agriculture, and services that are environmentally friendly; with improved material and spiritual living standards for the people; serving as the national center for education and high-quality human resource training; pioneering in science and technology development, innovation, digital economy, and digital society; forming a network of green, smart cities adapted to climate change, basically resolving environmental pollution, traffic congestion, and urban flooding.
The Hanoi capital will become a leading center for economy, culture, education, science and technology, and innovation, playing a driving role in promoting regional and national development, striving to be on par with capitals of developed countries in the region, striving to become a modern industrial region approaching high-income levels by 2030...
