Prime Minister Le Minh Hung has called for a renewed nationwide emulation movement to help achieve Vietnam's socio-economic development goals for 2026-2030, in line with the resolution of the 14th National Party Congress.
Prime Minister Le Minh Hung signed Directive No. 15/CT-TTg on April 23, launching a patriotic emulation campaign aimed at fulfilling annual socio-economic development tasks and the five-year plan for 2026-2030.
The directive builds on recent Party and government instructions aimed at strengthening leadership over emulation and commendation. In recent years, patriotic emulation movements and commendation programs have been implemented effectively, fostering patriotism and national unity while encouraging authorities at all levels, sectors and the public to overcome challenges and deliver broad socio-economic gains during 2021-2025.
It highlighted in particular the restructuring of the political system's apparatus toward a leaner, stronger and more efficient model, describing the reforms as a breakthrough that has won broad public support and international recognition.
Those achievements have laid an important foundation for Vietnam to enter a new era of development and national advancement.
To build on those gains, the prime minister instructed ministries, ministerial-level agencies and provincial and municipal authorities to continue implementing Party guidelines and state policies on emulation and commendation, while promoting President Ho Chi Minh's thought on patriotic emulation.
He called for practical and effective emulation campaigns aligned with Party and State priorities and the theme: "Innovating, creating, accelerating breakthroughs to lead the country into an era of strength, civilization and prosperity," adopted at the 11th National Patriotic Emulation Congress.
Ministries, sectors and localities were urged to translate the goals of the 14th Party Congress into concrete action, focusing on the country's 2026-2030 development targets, 12 strategic development orientations, six key tasks and three strategic breakthroughs, while striving to achieve double-digit economic growth.
The broader objectives include maintaining peace and stability, ensuring rapid and sustainable development, safeguarding national sovereignty, improving living standards, and enhancing strategic autonomy, self-reliance and confidence.
Vietnam aims to become by 2030 a developing country with modern industry and upper-middle-income status, before attaining developed, high-income status by 2045.
The directive also calls for greater efforts to identify, nurture and replicate exemplary individuals and innovative models, helping spread best practices and inspire wider participation in patriotic emulation movements.
Ministries, sectors and localities were instructed to establish specific annual and medium-term plans to identify, nurture, review and expand exemplary models, while continuing to improve the quality of commendation work.
It also calls for enhancing the role of emulation and commendation councils, improving the effectiveness of emulation clusters and blocs, and accelerating the application of science, technology and digital transformation to ensure transparency, openness and administrative reform in commendation work.
The Ministry of Home Affairs was tasked with strengthening state management of emulation and commendation, refining the legal framework, developing and implementing emulation movements for 2026-2030, and overseeing implementation of the directive before reporting to the prime minister.
