Hai Phong Master Plan harmonizes east-west and urban-rural relations, linking economic development with environmental, cultural and historical preservation.

Against the backdrop of the Red River Delta undergoing major restructuring with the formation of a new centrally governed city, the implementation of Ha Noi’s long-term Capital Planning and investment in national strategic infrastructure projects, Hai Phong plays the role of a national marine economic center, a northern gateway for international trade, and one of the country’s important growth poles, with the function of leading regional development, strengthening domestic connectivity and promoting international integration.
In response to new development requirements at national and regional levels, while addressing fundamental changes in its administrative boundaries, development scale, spatial structure and governance model following the reorganization of administrative units, Hai Phong is in the process of finalizing its Master Plan through 2050, with a vision to 2075.
Under the planning orientation through 2050, Hai Phong aims to become a modern, smart, ecological and worth-living port-industrial city of global stature; a marine economic center and a key national and international seaport and logistics center; a high-quality tourism center and an international center for education and training, research, application and development of science and technology, particularly marine science and technology; and a leading growth pole of the country, with national defense and security ensured and the people’s material and spiritual lives improved to approach the standards of leading cities in Asia and the world; successfully building several models of socialism associated with socialist people.
With a vision toward 2075 and subsequent periods, Hai Phong aims to become a leading marine economic megacity in Asia and the world, master core technologies, and affirm its position as an international center for education and training, scientific research and services, with people enjoying a modern, civilized and happy standard of living.
The implementation of the Master Plan with a vision toward 2075 clearly demonstrates a people-centered approach. The development space is expanded from the urban-industrial-seaport area in the east to the system of urban areas, industry, agriculture and rural areas in the west, creating a large-scale urban entity with diverse functions and a strategic position in the Red River Delta.
More specifically, planning work focuses mainly on sustainable investment, strategic infrastructure development and pioneering urban design, which will be decisive to the city’s long-term adaptive capacity.
This will not only ensure feasibility but also contribute to improving quality of life, protecting the environment and creating prosperous development space for future generations. The ultimate goal is to build Hai Phong into a megacity with global competitiveness, playing a leading role in international trade, logistics, maritime industry and marine economy, while also becoming one of the region’s important development centers in East Asia.
With strong political determination, a sense of responsibility, the willingness to think boldly, act boldly and take responsibility, the consensus of the people and a strategic vision for the future, Hai Phong is expected to make a strong breakthrough. A civilized, modern, happy and worth-living port city – a place where intelligence, creativity and integration converge – will no longer be a distant goal but will gradually become a reality.
